KEY ACCOUNTABILITIES (not all-inclusive)

  • Support the Head of Programme/Deputy Head of Programme on translating WFP-wide Social Protection policy into country level practices, programme guidance and implementation modalities and operations.
  • Contribute to the formulation and review of the CSP/ICSP and in translating the Strategic Outcomes from the CSP/ICSP into activities that will achieve the expected results.
  • Support WFP implementation of action plan on social protection pillar under UN Socio-economic Resilience Response Plan (UN SERRP) / Transitional Cooperation Framework (TCF) and social protection sectoral coordination group.
  • Provide support and technical expertise to senior stakeholders and other partners in planning, formulation and implementation of risk informed, shock responsive social protection policy options to strengthen national capacity in social protection programs.
  • Monitoring the landscape of national social protection system aiming at scenario planning for the WFP’s social protection works and preparing for future reintegration into the national system when time comes.
  • Enhance WFP’s leadership status in different forums on subjects related to social protection, food security, nutrition, cash-based transfer, livelihoods, resilience, (including support to food systems strengthening and smallholder farmers), engagement in humanitarian, transition and development contexts and other related issues through direct participation, briefings, information products and other materials.
  • Integrate cross-cutting themes as appropriate e.g. gender, protection, accountability to affected population, data protection and conflict sensitive perspectives in all areas of work.

    • Provide necessary technical contribution to the implementation of social protection aligned activities including evidence generation of the project and developing standard operating procedures for the project.
    • Provide trainings to the CP’s staff members on the subjects of social protection and cash transfer programme implementation.
    • Track performance of projects contributing to the outcomes, collaborating with VAM and M&E on monitoring of impact delivery.
    • Manage the activity programme’s budget, monitoring expenditures against outputs as the programme progresses.
    • Collaborate with and report progress on the activity delivery at regular intervals to the SO Managers, functional managers and other staff with activity management responsibilities.
    • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
    • Coordinate closely with SO/activity managers, field offices and various functional units and/or service partners such as Partnership, Communication and Reporting (PCR), Vulnerability Analysis and Mapping (VAM), Monitoring and Evaluation (M&E), Gender and Supply Chain Management for technical advices and supports and liaise with the Regional Bureau and the Headquarters, if/when required.

      OTHER SPECIFIC JOB REQUIREMENTS

      1. Policy, research and analysis:

      a). Contribute to efforts in building effective and collaborative relations with national authorities; and to assist national authorities in identifying fields of development where social protection-aligned programmes can be usefully employed and give support to planning, formulating, and targeting recipients for new requests for WFP assistance.

      b) Undertake research, compile and analyze information to support the research agenda;

      c) Distill lessons learned and good practice from other countries with shock responsive social protection programming, identify implementation challenges and results;

      d) Identify opportunities for pilot programmes and policy work;

      e) Provide written inputs into research/ policy papers, reports and strategy documents on social protection in Myanmar, and in particular the expansion of social protection programming to protect vulnerable populations from shocks and the inclusion of food security and nutrition considerations.

      2. Knowledge and information sharing:

      a) Co-ordinate and liaise with functional and Strategic Outcome teams, regional bureau and headquarters to ensure effective collaboration and share learning related to social protection

      b) Maintain a knowledge and information sharing platform to update and communicate with relevant stakeholders on bridging the humanitarian and development gap;

      c) Develop and ensure a knowledge management approach for social protection;

      d) Assist in organizing workshops and seminars.

      3. Operational support/ project management:

      a) Draft relevant sections of project documents, fundraising proposals and progress reports;

      b) Co-ordinate and liaise with functional and Strategic Outcome teams and external stakeholders to explore the utilisation of risk analytics to inform national social protection programme design;

      C) Support WFP Country Office in organizing project planning missions, meetings and briefings in area of expertise and engagement.

      4. Partnerships:

      a) Identify, establish and maintain partnerships with the relevant authorities, UN agencies, development partners, research partners and academic institutions etc. to develop a joint strategy on social protection

      b) Participate and support WFP Country Office contribution to broader national level discussions and policy/strategy development for social protection and bridging the humanitarian-development divide etc. in technical working groups/forums by providing inputs to technical discussions, sharing experiences and knowledge, and looking for the collaboration opportunities;

      c) Support capacity strengthening of WFP staff, Government institutions and staff at both national and subnational levels and relevant partners in technical skills in social protection related topics, in particular how to consider the impact of shocks.

      5. Other Duties: Undertake other related duties, as may be assigned by the Strategic Outcome Manager .

      STANDARD MINIMUM QUALIFICATIONS

      Education: Advanced University degree preferably in Social Science, Development, Economics, or another related field, or First University degree with additional years of related work experience and/or training/courses.

      Language: Fluent in written and oral skills in both English and Myanmar.

      Knowledge & Skills:

      • At least five years of progressively responsible experience in managing large-scale development, humanitarian and emergency response operations, including coordination with internal and external stakeholders;
      • Experience in leading large work-force/human resources from multiple disciplines;
      • Experience in partnerships with national governments and advising senior national staff;
      • Skills and experience in overall management, leadership, team and consensus building, time and financial management, report writing, planning, prioritizing and negotiating with clear results orientation;
      • Experience in managing/chairing committees on procurement and logistics services;
      • Experience in developing and managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations;
      • Experience in monitoring operational successes and suggesting areas of improvements;
      • Experience in supervising teams of professional and support staff.
