Under overall guidance from the Chief of Social Policy and direct supervision from the Social Policy Specialist, the Social Policy Consultant will assist the section in implementing a set of policy advocacy and knowledge management initiatives. This include supporting the implementation of UNICEF social policy priorities in the areas of public finance for children (PF4C) and social sectors, evidence generation, quantitative data analysis, and financing of social protection.

In addition, the consultant will contribute to the daily implementation of related project activities under the following two programs:

▪ “Towards an Inclusive national social protection system and accelerating decent job
opportunities for Syrians and vulnerable Jordanians”

▪ “Accelerating Jordan’s Progress towards SDGs by Establishing Building Blocks of an
Integrated Financing Framework” with focus on Gender Equity and Climate Action”

SCOPE OF WORK & DELIVERABLES:

Support the implementation of activities under UNICEF Social Policy Component on PF4C Contribute to key evidence generation activities and provide technical review of studies and reports planned under the overall program. Contribute to the design and development of socio-economic assessments, vulnerability measurements, and generation of updated data on the situation of children Support technical assistance efforts to Government and partners in the areas of national social statistics and public expenditure analysis.

To qualify as an advocate for every child you will have…

Education: Advanced university degree or higher in a relevant field such as economics, econometrics, statistics, public finance economics, public policy, applied social sciences. A first university degree with two years of additional relevant experience may be accepted in lieu of advanced university degree.  

Experience:

A minimum of 5 years of progressive responsibility and work experience in related fields such as applied economic, public finance, social statistics, social protection.] Strong professional writing skills and demonstrated capacity for writing high-level documents, concept papers, and policy notes. Strong and demonstrated skills in research design (quantitative and qualitative) and data analysis. Demonstrated capacity in providing support to planning and implementation of activities, including coordination and event management skills. Excellent interpersonal skills required for high level engagement with government departments and other stakeholders Strong background in Public Economics and Public Finance. Experience in data collection and analysis software such as (STATA) Experience in economic modeling and familiarity with data software such as CGE and EViews is considered an asset  

Language: Proficiency in English is required and knowledge of Arabic is an asset.
