Context:

IOM implements innovative approaches and initiatives aimed at positively affecting the knowledge levels, attitudes and behaviours of youth and potential migrants in West and Central Africa. At the community level, these initiatives encourage the public and private sectors to develop new ways to prevent exploitation by building capacity to apply Communication for Development (C4D) practices to outreach activities. One of such initiatives is the IOM’s innovative C4D campaign, Migrants as Messengers.

A growing body of research suggests that potential migrants are generally distrustful of information campaigns on irregular migration and that they are more likely to believe information obtained through trusted social networks. Migrants as Messengers (MaM) addresses this distrust by influencing decisions in migration-prone communities in West Africa through peer-to-peer messaging.

The project started in 3 countries in November 2017 and has expanded to include 7 countries in the region (Nigeria, Senegal, Guinea, Gambia, Cote d’Ivoire, Sierra Leone, and Liberia) over 3 years. It is carried out by volunteer returned migrants using storytelling techniques to record peer interviews broadcast on social media. High quality audio-visual format and adapted digital platforms for the dissemination of content are essential to the success of the project.

Under the direct supervision of the Project Manager, the successful candidate will focus on supporting the timely and professional dissemination of audio-visual communications outputs for the Migrants as Messengers project. These materials include video content, audio content, images and articles, and dissemination platforms include social media, radio, and television. The position will be based in IOM’s Regional Office for West and Central Africa in Dakar, Senegal.

Core Functions and Responsibilities:

  1. Social media management:

a. Serve as community manager for the regional social media accounts.

b. Monitor and moderate comments on social media posts, intervening as appropriate to answer questions and guide conversations.

c. Using content created by the project’s Volunteers, develop engaging social media posts accompanied by graphics, videos and other multimedia formats that effectively informs and engages external audiences.

  1. Digital Engagement and Distribution:

a. Create visual storytelling packages (digital campaigns) which showcase the project and its activities and initiatives.

b. Utilize and encourage innovative and sustainable outreach to increase traffic and interaction with target audiences, via SEO, meta tags, online marketing, Google analytics and AdWords accounts.

  1. Reporting:

a. Collect and analyse social media metrics to gauge reach, engagement and other performance measures for social media posts, accounts and campaigns, helping to inform results-based decision making and drive the effective use of resources.

b. Review posts made by MaM countries every month and provide feedback where needed.

  1. Capacity building:

a. Train colleagues and Volunteers to use social media effectively. This may include travel in the region.

  1. Online content management:

a. Support the updating of project websites (such as the MaM website, etc.) and online platforms (such as the MaM YouTube, Flickr, etc.) as needed to demonstrate project impact.

  1. Support overall communications strategy:

a. Monitor and check the quality of work produced within the project, ensure appropriate gender balance across communications and consistency with IOM branding where appropriate. Bring issues to the attention of the supervisor.

b. Assist with strategic planning and the development of other communications materials related to the project such as print media, infographics and multimedia products.

c. Perform such other duties as may be assigned.

Deliverables:

1. Review existing social media strategy and create and implement updated strategic plan.

2. Create attractive text (including relevant hashtags and handles) and post at least 1-2 posts per day on each social media channel.

3. Lead the development of at least 1 regional digital campaign.

4. Review and make recommendations on 1 proposed social media campaign per month for the Regional Office.

5. Produce 3 monthly social media and digital channel analytic reports, including recommendations/learning based on trends.

6. Organize at least 1 social media training sessions (in person or remote, depending on circumstances).

7. Participate in 4 biweekly team meetings per month.

8. Produce 10 digital visuals to support MaM campaign objectives

9. Produce 1-2 short videos (under 30 seconds) to support MaM campaign objectives

10. Produce 2 short ‘how to’ one pagers or visual cards (in English and French) to guide staff and/or Volunteers on best practice for specific social media platforms.

11. Provide one-on-one coaching sessions for 7 MaM Volunteers on how to maximise the online impact of their MaM content shares on personal networks.

12. Provide evidence of successful community management (comments and questions on MaM social media platforms are addressed) at the end of each month (e.g., in the form of screenshots) along with narrative on trends in terms of question categories and recommendations for improvement in MaM social media posts.

13. Create a final report outlining best practices, learnings and recommendations for MaM social media platforms.

Required Qualifications and Experience:

Education

  • Master’s degree in Digital Communications, Digital Marketing, Web Development or related field; and at least 2 years of professional experience in managing digital media and digital content. OR

  • University degree in Digital Communications, Digital Marketing, Web Development or related field; and at least 4 years of professional experience in managing digital media and digital content.

Experience

  • Demonstrated expertise in using Drupal, Canva, Hootsuite, Google Analytics, MailChimp, Medium, Storyteller and Agora Pulse;

  • Demonstrated expertise in managing Social Media channels (Twitter, Facebook, Instagram, YouTube, Flickr);

  • Extensive experience in media and communications tools with an emphasis on digital media

  • Experience working on user experience and human centered projects;

  • Excellent grasp of the evolving media environment, including new media, as well as the political, cultural and economic impact of the changing landscape on non-profit campaigns;

  • Proficient in content editing platforms including Adobe Suite, primary Adobe After Effects, Adobe Premiere, Adobe Illustrator, Adobe Audition, among other multimedia editing software; and,

  • Experience on working on user experience and human centered design projects.

Language

Fluency in French and English is required.

Knowledge of one other local language of West Africa is an advantage .
