IOM is looking for a consultant to provide monitoring and evaluation (M&E) support services and to complete a final external evaluation of the Skills Training and Reintegration (STAR) project. The M&E support services will include mapping data collected through the project against the results matrix to ensure that all data captured through the project is analysed. The final evaluation services will review the extent to which the STAR project successfully achieved the objective and outcomes in the Theory of Change, including the assumptions (i.e. effectiveness and impact). It will also assess the project against the criteria of relevance, appropriateness, and sustainability.
The final evaluation will be conducted for use by the project team; to assess the performance and effectiveness of the project, and to inform future interventions. The findings will be shared with the project donor and partners, as well as wider organisations working on related issues to contribute to information and knowledge sharing.
Background:
The International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners.
Since the mid-1990s, IOM has worked in partnership with governments, other United Nations, international and non-governmental organizations, the private sector and development partners on all aspects of counter-trafficking and modern slavery responses, including prevention, protection, and prosecution.
In the UK, IOM’s work on human trafficking and modern slavery has included research, training and capacity building for frontline professionals, such as local authority staff who may come across potential victims in their work, and foster carers who look after trafficked children. More recently, the focus of IOM UK’s work has been on longer-term survivor support (after the assistance provided under the National Referral Mechanism has concluded), in particular looking at employment and wider integration outcomes.
Project to which the consultancy is contributing:
The Skills Training and Reintegration (STAR) project is designed to help survivors of human trafficking and modern slavery on their journey towards employment and integration in the UK, supporting them to overcome some of the barriers they face, and increasing their knowledge and confidence to access the labour market. To achieve this, the project provides skills development training and personalised support to survivors over a three-month period (equivalent to around 48 hours of teaching time).
The same programme of support was provided three times between November 2020 and September 2021 to three different groups of participants. Programme 1 and 2 were delivered virtually and programme 3 is currently being delivered both face-to-face and virtually.
The content of the programme focuses on skills development across three areas: digital skills, life skills and employment skills.
