Background information

Norwegian Church Aid (NCA) is an International Non-Governmental Organization with head office in Oslo, Norway. It provides humanitarian assistance and long-term development in 20 countries around the world, often in close cooperation with local organizations. NCA is certified under the Core Humanitarian Standards (CHS), and as such committed to international standards and principles for humanitarian aid, including Sphere and the Red Cross and Red Crescent Code of Conduct.

In the Middle East, NCA has since July 2016 had a regional representation in Amman, Jordan, responsible for all its programmatic activities in the region. Funding has been provided by the Norwegian Ministry of Foreign Affairs (MFA) under the cooperation agreement on WASH.

As part of its global mandate, NCA is supporting its local implementing partners with capacity building activities. For this purpose, NCA is seeking to hire an external Hygiene Promotion specialist for a short-term assignment related with the preparation and delivery of a training of trainers in Hygiene Promotion, in cooperation with NCA’s WASH Coordinator.

Contract purpose and expected results

Overall objective:

The overall objective of the assignment is to: “To prepare and deliver Training of Trainers for Hygiene promotion”.

Specific objectives (in cooperation with NCA’s WASH Coordinator):

• Finalize training agenda

• Prepare presentations and training material

• Co-facilitate the training

• Provide input on the final training report

Scope of the services

a) Participants:

Participants in the training will be NCA’s local partners. Maximum number will be 12 persons. All the participants will be staff working within Hygiene Promotion, both from program management and field level.

b) Timing and Logistics:

The training is planned to take place in Lebanon (Beirut or Zahle), tentatively during the last week of February or first half of March 2020 and will last for 3 days. NCA will be responsible for the transportation and accommodation of the participants, as well as for the venue.

c) Training objectives:

• Improve participants' knowledge on the basic concepts of hygiene promotion in the context of WASH programming

• Improve participants' analytical and Hygiene Promotion program planning skills

• Equip participants with practical facilitation skills on hygiene promotion

• Enable and motivate participants to incorporate cross cutting issues and accountability in their Hygiene Promotion program design

d) Expected results:

By the end of the training the participants are expected to be able to:

• Understand the basic principles of children and adult learning and incorporate them in their program design and delivery

• Design a hygiene promotion strategy based on evidence and collected data

• Use standardized tools and material for planning and delivering hygiene promotion sessions

• Train field level staff and community members on basic hygiene promotion subjects and basic facilitation skills

• Have better understanding and tools in place for the PMER of Hygiene promotion activities

e) Methodology:

Before the training, there will be a survey to determine the level of knowledge and experience of the participants. The training will be delivered through a mixture of presentations, handouts, group work and practical exercises. Translation in Arabic will be available. During the training, the participants will design, plan and deliver an HP session in small groups and then they will give feedback to each other. At the end, the participants will evaluate the training.

Overall engagement:

Engagement travel time in Lebanon is expected to be 3 days for the training, 1 day for debriefing and reporting and 2 days for travelling (maximum one week). Engagement time for preparing material is expected to be 1 to 2 weeks. Total expected engagement is maximum 3 weeks.

Key milestones and expected deliveries:

  1. Training preparations: This includes finalizing training agenda, presentations, material and sessions’ plan, in close cooperation with NCA’s WASH Coordinator.

  2. Training of trainers co-facilitation: Co-facilitation of a 3 days training of trainers in Hygiene promotion for 10-12 person, together with NCA’s WASH Coordinator .

  3. Final reporting: Training of trainers report

Timing, logistics and facilities

The aim is to start the assignment in February 2020 with the training taking place in the last week of February or first half of March 2020. The training will take place in Lebanon as described above under Scope of services.

During the assignment, the consultant will coordinate with and report to NCA’s WASH Coordinator. In addition, NCA’s WASH Coordinator will provide logistical support limited to accommodation arrangements and airport transportation during the training dates.

Reporting

The training report should contain a summary of pre-training survey results, description of the methodology and sessions, analysis of the evaluation by the participants and photos.

Qualifications requirements

The individual consultant must have at least 3 years research experience within WASH and (optionally) Health and Education, as well as solid experience with organizing and facilitating training/workshops on subjects relevant to this assignment. Experience with the Non-Governmental sector and with humanitarian or development programming, both office and field based, is expected. Familiarity with the Middle Eastern context and the humanitarian situation in the region will be considered an advantage.
