Danish Refugee Council (DRC) has been operating in Ukraine since 2014 and is currently scaling up its operation in Ukraine to deliver lifesaving assistance and emergency response to people affected by the war.

Overall purpose of the role

The shelter and settlements technical coordinator will be responsible for the overall technical and strategic oversight of DRC Ukraine’s shelter program. The S&S coordinator will ensure that the shelter program’s technical quality is ensured through the development of SOPs, guidelines, and tools, and supporting program teams with capacity building and trainings in cooperation with sector managers. In addition, in coordination with the Head of Programme, the S&S coordinator will develop DRC’s shelter strategy which takes in account both the humanitarian and development/solutions needs of populations of concern.

Geographic scope: Country (Ukraine)

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

Main responsibilities

Coordination and representation
• Collaborate with relevant internal and external technical experts on issues related to relevant sector
• Represent DRC at relevant coordination meetings such as the shelter cluster, technical working groups, etc.
• Ensure integration of sector activities with other DRC sectors such as economic recovery, protection, and humanitarian disarmament and peacebuilding
• Ensure good representation and reputation of sector at all levels – advisor the HoP on strategic positioning related to shelter and settlement activities utilizing information from both national and subnational level
• Actively participate in internal coordination meetings
• Ensure and actively participate in regular sector meetings both internally and externally

General Programming & Operations
• Contributes to the daily operations of shelter teams, providing ongoing guidance to support quality implementation of shelter and settlement response
• Carrying out sector needs assessment in coordinator with the MEAL manager, HoP and other technical coordinators
• Support program teams to ensure efficient and effective program implementation while following the budget and work plan
• Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors

Project development
• Provides technical guidance and technical inputs into concepts notes, proposals, and funding strategies
• Assist in developing project plans and budgets for funding
• Assist in developing the projects’ Monitoring & Evaluation tools
• Assist in project implementation and reporting
• Prepare weekly, monthly, quarterly and annual reports to relevant authorities as per need.

Required experience and competencies

  • Minimum 3-5 years of practical experience in sector area working for an INGO
  • Documented skills in project planning and design, drafting, calculation and technical writing
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Experience in project development
  • Experience in overseeing/developing programming in both humanitarian and solutions contexts is as asset
  • Experience working with national partners, local/government authorities, and UN organisations
  • Full professional proficiency in English

Required education.

  • Master's degree in civil engineering or architecture, or any other relevant field.
  • Or Bachelor’s degree in relevant fields with at least 8 years’ working experience in similar positions.
