Within the World Bank, the Transport Global Practice (GP) responds to the needs of developing countries for faster, cheaper, safer and more efficient transport solutions while addressing traffic fatalities, congestion, greenhouse gas emissions, and local air pollution. Country needs are growing exponentially under the combined effects of globalization, population growth, rapid urbanization, economic development, and technological progress - making sustainable transport a vital part of the global development agenda. In addition to project finance, the GP is advancing the global dialogue on the future of transportation through influential programs such as the Sustainable Mobility for All initiative, the Global Road Safety Facility and the Africa Transport Policy Program.
The Transport Global Practice (GP) is part of the Infrastructure (INF) Practice Group led by a Vice President covering transport, energy, digital development, as well as infrastructure finance, public-private partnerships and guarantees. The Transport GP is led by a Global Director, supported by ten Regional Practice Managers, responsible for operations, advisory services and analytics; and Global Leads shaping the agenda around critical areas such as urban mobility, development corridors and regional integration, road safety, and infrastructure management and finance. As of July 2020, the Transport Unit in East Asia and the Pacific (EAP) now reports to a Regional Director for INF who in turn is reporting to the Regional Vice President.
The Transport Unit in Southeast Asia and the Pacific is now seeking a Senior Transport Specialist based in Sydney, Australia to lead and co-lead the design, preparation, and supervision of lending operations and technical assistance activities, lead new business development, and mentor younger staff. The work will require deep operational and analytical skills across transport modes, along with proven experience in addressing cross-cutting transport issues such as road safety, gender, climate change, logistics, procurement and institutions/governance. Strong inter-GP collaboration and contribution to the broader Pacific agenda across several Global Practices (transport, disaster risk management, and agriculture for example) will be required.
This position is subject to local recruitment. Australian citizens and permanent residents will be considered on a priority basis.
Duties and Responsibilities
The Senior Transport Specialist is expected to provide leadership to task teams and work on transport projects across several modes (land transport, maritime, aviation) in the Pacific. The Pacific transport portfolio has increased substantially over the past 4 years, with a total of 15 ongoing projects and about 8 under preparation as part of the IDA19 cycle, across the whole spectrum of middle-income to low-income and fragile states of the Pacific. The position therefore requires candidates with expertise and practical experience across a range of modes in infrastructure planning, financial and economic analyses, technical modelling, transport policy, procurement and technical issues. Broader knowledge of the key issues in the transport sector as a whole, including gender, accessibility, social and environmental impacts and safeguards, public-private partnerships, and climate change considerations are also required. Selection Criteria
The position requires candidates with expertise and practical experience in infrastructure planning, design and construction, sector policy, combined with appreciation and awareness of the challenges/difficulties of working in the EAP region. Specialist in-depth knowledge of a particular thematic focus (such as road safety or climate resilience) is essential, as is experience in working in developing countries.
