Project Summary

The Maximizing Options to Advance Informed Choice for HIV Prevention (MOSAIC) project is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Agency for International Development (USAID) to help women prevent HIV by accelerating introduction and scale-up of new and emerging biomedical prevention products. MOSAIC works globally and across multiple countries in sub-Saharan Africa to implement user-centered research and research translation efforts to identify, understand, and remove barriers to new product introduction, access, and use; coordinate and provide technical assistance to global, national, and subnational stakeholders to expedite product launch and scale-up; and strengthen the capacity of a wide range of local partners to perform essential functions that support the introduction of HIV prevention products.

Job Summary:

The Senior Technical Officer (TO III) will provide technical leadership, assistance, guidance, and support to ensure high-quality implementation of MOSAIC project activities in Botswana. The position will work closely with the Meeting Targets and Maintaining Epidemic Control (EpiC) Project Director and MOSAIC team at HQ to plan, implement, monitor, and report on strategic and technical initiatives and provide guidance around the issues, challenges, and strategies to ensure that project deliverables are met. The TOIII will implement and contribute to knowledge products by collaborating with multiple stakeholders, including Ministry of Health (MOH), civil society organizations (CSOs), and other PEPFAR implementing partners. Position will oversee research activities and provide technical assistance and capacity strengthening to local CSOs and MOH. The TOIII will serve as the focal point for the project, liaising closely with donor representatives, MOH, local partners, and other stakeholders. Incumbent will ensure a shared vision for project activities and outcomes in-country, address implementation challenges, and encourage the sharing of best practices and successes. Position will report to the EpiC Country Project Director.

The position will be based in Gaborone and work out of the FHI 360 office.

Accountabilities:

Technical Requirements:

  • Provides technical direction and guidance in the introduction and scale up of new HIV biomedical prevention products in-country.
  • Works closely with the Project Director to ensure activities are technically sound and implemented according to company strategy and standard operating procedures (SOPs).
  • Participates in relevant HIV technical working groups (TWGs) and sub-committees, providing support needed to advance rollout of HIV prevention products as determined by the MoH/TWGs.
  • Supports and provides technical guidance to national policy and implementation plan development, serving as secretariat if/as desired by the MoH.
  • Trains implementing partners on technical aspects of project implementation, updating materials as required. Participates in recurring weekly, bi-weekly, monthly, and quarterly calls with MOSAIC HQ staff as required to enable technical support to project activities.
  • Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, and procedures.
  • Conducts analysis of project implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
  • Assists with the implementation of research studies by providing technical support and overall management to ensure coordination and field-level implementation.
  • Provides technical support in the development and dissemination of tools, materials, reports, papers, and intervention for research projects.
  • Create technical portion of the project plan, within the given resources and financial constraints.
  • Develops and monitors technical work plans and budgets.
  • Participate in client / funder meetings and draft reports / presentations.

    Project Design Implementation:

    • Plans and coordinates MOSAIC activities to ensure goals and objectives are accomplished within prescribed time frames and funding parameters in collaboration with MOSAIC HQ Team and Project Director.
    • Monitors project deliverables and reports to supervisors.
    • Leads technical project activities and sub activities and assists with project implementation.

      Operations Management (Finance, HR, etc.):

      • Assists in the development and revision of annual work plan documents.
      • Establishes and maintains partnerships with internal and external stakeholders on project matters.
      • Coordinates with suppliers for procurement; develops procurement terms of reference.
      • Ensures project activities are on track with work plans, with technical expertise informing project implementation.
      • Assists in the development of donor reports and presentations.
      • Tracks technical project spend under broad supervision.

        Project/Program Reporting:

        • Disseminates HIV prevention product learning resources to facilitate decision-making by national bodies and implementing partners.
        • Works closely with Country Project Director to provide regular updates to USAID mission and FHI 360 Headquarters, participates in client/funder meetings, and assists in the development of donor reports and presentations.
        • Ensures timely and accurate reports to FHI 360 and donor as required, including responding promptly to requests from the donor.
        • Prepares reports and papers summarizing project results and analyzing data sets and technical assessment findings.
        • Creates technical content (e.g., reports, presentations, manuscripts).

          Quality Assurance:

          • Develops in-depth knowledge of quality standards through formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives.
          • Coordinates and directs activities to meet client/funder and regulatory requirements.

            Performs any other lawful duties as assigned.

            Applied Knowledge & Skills:

            • In-depth knowledge of concepts, practices, and procedures with providing technical support for research studies.
            • Works well independently and within a team on special non-recurring and ongoing projects and programs.
            • Demonstrated experience in HIV and/or sexual and reproductive health project management and implementation.
            • Demonstrated experience working with the Ministry of Health.
            • Demonstrated strategic planning and capacity building experience.
            • Development of scope of work and deliverables for partners, consultants, etc.
            • Broader knowledge of quality standards
            • Proficiency with database management software and on-line search tools required.

            • Must be able to read, write, and speak fluent English and Setswana.

                    Education: **

                    • Bachelor of Arts or its International Equivalent in Public Health or a Related Field. Master’s Degree is an added advantage
                    • Project Management (PM) Certification preferred.

                      Experience: **

                      • Requires 6+ years of relevant experience managing data collection and technical assistance experience.
                      • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
                      • International or Domestic (US) Program Development or Program management experience preferred
                      • Technical and/or project management experience in the public health sector preferred.
                      • Demonstrated ability to work effectively with USAID and international donors, government counterparts, and project stakeholders.
                      • Familiarity with the Botswana public health systems and local NGOs and CBOs is highly desirable.
                      • Knowledge of local language (Setswana) is a must.
