    Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

    The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

    Introduction

    This position is located in the ILO Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia (DWT/CO-Moscow) based in Moscow, Russian Federation, which serves Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Russian Federation, Tajikistan, Turkmenistan and Uzbekistan. The DWT/CO-Moscow provides high quality, timely and integrated technical support in the design and implementation of Decent Work Country Programmes and other ILO country support activities within the framework of the United Nations (UN) Sustainable Development Goals (SDGs) and the outcome-based work plans.

    The UN 2030 Agenda for Sustainable Development provides an overarching framework to achieve sustainable development through the SDGs which cover the economic, social, and environmental dimensions of sustainable development. Specifically, SDG 8 on decent work and economic growth tackles the promotion of inclusive and sustainable economic growth to achieve decent work for all.

    The incumbent will lead and coordinate the delivery of evidence-based policy advice, tools, and methods in the area of enterprise development and climate change in the countries covered by DWT/CO-Moscow to measure and monitor the employment and decent work effects of climate change and sustainable development policies, as well as undertake capacity development of ILO staff and constituents in the area of enterprise development and climate change.

    The position will focus on supporting the work of the ILO to promote sustainable enterprises development and green jobs in line with the UN 2030 Agenda, the Paris Agreement on climate change, the ILO Guidelines for a just transition towards environmentally sustainable economies and societies for all, the ILO Centenary Declaration for the Future of Work, the International Labour Conference (ILC) Resolution concerning a global call to action for a human-centred recovery from the COVID-19 crisis that is inclusive, sustainable, and resilient, and the ILO Programme and Budget, working across the Office. The work to be undertaken is expected to contribute to the strengthening of the qualitative and quantitative knowledge base for evidence-based policy making on sustainable enterprise development and green jobs. It is intended to result in the improved capacity of ILO Member States to formulate and implement policies guided by a clear understanding of the potential employment and social effects of such policies.

    Specific Duties

    1.Monitor, analyse and assess trends on the impact of international and national climate change and environmental policies on enterprises and labour markets.
    2.Contribute to the development of coherent policy responses that promote sustainable development and the creation of productive decent jobs. Evaluate and monitor the scope of policies for the promotion of enterprise development and decent work.
    3.Provide policy advice to ILO constituents and other stakeholders on strategies to promote decent work through customized and integrated approaches to enterprise development in line with the ILO sustainable enterprise development strategy and with specific reference to entrepreneurship, small business development, responsible business conduct, enterprise formalisation, productivity enhancement, market systems, social finance, social and solidarity economy and greening of enterprises.
    4.Promote an enabling environment for sustainable enterprises, including in the context of a human-centred recovery.
    5.Develop policies, programmes and tools on green jobs and on enterprise development for application at the national level and sub-regional level, as well as for input into green jobs and enterprise development global products in keeping with relevant SDGs.
    6.Develop and organize tripartite fora on the environment and decent work, as well as on productivity and working conditions, at country level with the participation of multiple stakeholders.
    7.Work in close cooperation and coordination with other technical specialists of relevance in all sectors and promote a coherent approach to policies and programmes in the area of enterprise development and green jobs. competence.
    8.Facilitate the development of cooperation programmes with the social partners including the development of Public Private Partnerships and other forms of collaboration programmes with the international business community.
    9.Work closely with other relevant UN entities with a view to enhancing collaboration and the development of strategic partnerships in the area of enterprise development and green jobs and support the expansion of networking, collaboration and partnerships with other multi-stakeholder partners. Work closely with technical and financial institutions in the promotion of sustainable enterprises, the environment and decent work with a view to enhancing collaboration, accessing resources and developing joint approaches and programmes.
    10.Lead and coordinate the design and promotion of training and capacity-building courses for ILO constituents on issues pertaining to climate change, decent work and just transition, productivity and working conditions, as well as productivity ecosystems.
    11.In coordination with ILO headquarters and field offices, explore further opportunities for resource mobilisation at multilateral and bilateral levels, including through international and regional financial institutions, to scale up ILO support and its impact in the partner countries.
    12.Ensure gender mainstreaming in the design and implementation of ILO support, paying particular attention to impact and benefits for women, youth, and people with disabilities.
    13.Perform other relevant duties as required.

    These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

    Generic Duties

    1. Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation.
    2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
    3. Provide policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
    4. Formulate and submit project proposals and seek funding.
    5. Evaluate the efficiency and effectiveness of the project activities.
    6. Undertake technical advisory missions independently or in collaboration with other specialists.
    7. Conduct seminars, workshops and technical meetings and training courses.
    8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.
    9. Write manuals and/or training guides on related topics.
    10. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns.
    11. Monitor and coordinate research carried out by junior technical officers and external collaborators.
    12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).
    13. Participate in tripartite reviews on development cooperation activities and international meetings and conferences.

      Required qualifications

      Education

      Advanced university degree in business administration, economics, political science, environmental studies, or other relevant discipline.

      Experience

      Ten to fifteen years of relevant professional experience, including seven years at the international level, in technical areas linked to productivity, competitiveness, economic development, market systems development, climate change including green jobs and/or small and medium-sized enterprises.

      Languages

      Excellent command of English. A working knowledge of Russian would be an advantage. Working knowledge of another official language (French, Spanish) of the Organization would be an advantage.

      Competencies

      In addition to the ILO core competencies, this position requires:
      Demonstrated and recognized technical and/or managerial leadership in carrying out the objectives and policies of the related work unit. Ability to coordinate diverse teams and working groups. Ability to communicate with diverse actors such as governments, employers' and workers’ organizations, UN and other inter-governmental organizations and the private sector. Demonstrated technical expertise to devise new methods, concepts, approaches, and techniques, leading to development of ILO standards and technical guidelines and ability to prepare ILO strategy reports in the related field for programme development. Ability to provide policy advice and the ability to manage large projects and to coordinate activities among projects. Strong strategic thinking with excellent quantitative and qualitative analytical skills. Knowledge of the ILO’s technical fields. Seasoned knowledge of results-based management; ability to carry out the design, execution, and monitoring of complex work programmes; ability to design and apply related practices and tools. Excellent drafting skills with proven ability to undertake complex policy analyses and produce policy reports. Ability to conceptualise, plan and conduct analytical research work. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

      Conditions of employment

    14. Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
A successful external candidate will be on probation for the first two years of assignment. Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
