    Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

    The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

    Introduction

    The position is located within the ILO Decent Work Technical Support Team and Country Office for Central and Eastern Europe (DWT/CO-Budapest), based in Budapest (Hungary). DWT/CO-Budapest provides technical support and guidance related to the ILO agenda in 18 countries of Central and South Eastern Europe (www.ilo.org/budapest).
    As a member of the DWT/CO-Budapest team, the incumbent will support the Office in advancing industrial relations and social dialogue based on the ILO agenda, and in contributing to labour law reforms. The key challenges in the region are non-compliance with some fundamental international labour standards, relatively weak national tripartite social dialogue platforms, and non-standard forms of employment not covered by labour laws. Moreover, some countries in the region are negotiating EU accession and request the ILO’s support in adapting labour legislation and social dialogue to the EU acquis. The Specialist will work in close cooperation with the other specialists and the development cooperation staff in DWT/CO-Budapest, staff of the ILO global technical teams, and the ILO National Coordinators and the UN Teams at country level.
    The Specialist will report to the Director of DWT/CO-Budapest and receive technical guidance and advice from the Director of the Governance and Tripartism Department at ILO headquarters. The Specialist will also act as sub-regional focal point for international labour standards, under technical guidance from the Director of the International Labour Standards Department (NORMES) at ILO headquarters. The Specialist will be a member of the ILO Global Governance Technical Team, as well as of the ILO Global Technical Team on International Labour Standards.

    Specific Duties

    1.Plan, define, identify and coordinate priorities and initiatives and formulate strategic work plans in the areas of social dialogue, industrial relations and labour law, taking into consideration the needs and priorities of the tripartite constituents at the national and sub-regional levels and applicable ILO policies and tools, including gender mainstreaming.
    2.Lead and supervise the work on the development of customised solutions to a wide range of legislative (what) and practical (how) questions arising in labour law reforms, in conformity with international labour standards, European labour law and world-wide comparative law and practice.
    3.Plan, supervise and carry out comparative research on industrial relations, labour law, social dialogue and related international labour standards; provide up-to-date information about labour legislation developments in Central and Eastern Europe through the online ILO labour legislation searchable database CEELex.
    4.Develop policy guidelines as well as technical notes and comments on draft pieces of legislation related to labour and industrial relations; analyse draft labour legislation submitted by governments to the ILO for comments. Provide advice and assistance to employers’ and workers’ organizations on existing and proposed labour legislation. Provide substantive support and advice to labour reform processes and assist governments and tripartite bodies in taking such processes forward.
    5.Facilitate tripartite consultations/negotiations on labour and industrial relations reforms and provide technical and policy advice in the legislation drafting /amending processes ensuring the alignment of draft legislation with relevant international labour standards.
    6.Coordinate, design and contribute to tailor-made training tools and practical guides in the area of access to labour justice, including labour dispute prevention and resolution, conciliation, mediation, and application of international labour standards in judicial and non-judicial practice.
    7.Monitor and assess the state of industrial relations and social dialogue in the countries of the sub-region and lead the development and implementation of knowledge generation tools (e.g., labour dispute management information systems, collective agreements and social partners membership databases).
    8.Provide policy advice to constituents on tripartite governance of the world of work and ensure the delivery of quality technical assistance to address the needs of tripartite national or local social dialogue institutions.
    9.Promote the ratification and effective implementation of social dialogue related international labour Conventions including the Freedom of Association and Protection of the Right to Organise Convention, 1948 (No. 87), Right to Organise and Collective Bargaining Convention, 1949 (No. 98) and the Tripartite Consultation (International Labour Standards) Convention, 1976 (No. 144).
    10.Take the lead in developing partnerships on promoting industrial relations and labour law reforms and the mainstreaming of international labour standards into national development frameworks with the European Union and bilateral development partners, and promote the principles and values of social dialogue and tripartism within the UN system. This includes alliances on technical subjects as well as resource mobilization.
    11.Perform other relevant duties as assigned.

    These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

    Generic Duties

    1. Lead, organize, plan, supervise and control the work of a technical unit (including managerial functions).
    2. Design and promote a wide range of special subject-matter-related programmes, This involves analysis of complex or conflicting data, statistics, information or policy guidelines in a manner requiring the advanced application of principles of a recognized technical specialization.
    3. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
    4. Assume full responsibility for policy formulation and providing policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
    5. Develop project design, review proposals, formulate, revise and submit project proposals and negotiate funding.
    6. Evaluate the efficiency and effectiveness of the project activities.
    7. Lead technical advisory missions.
    8. Conduct seminars, workshops and technical meetings.
    9. Prepare recommendations and guidelines for discussion and adoption as ILO recommendations on related technical fields.
    10. Write manuals and training guides on related topics.
    11. Disseminate information on action programmes through publications and press releases as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns.
    12. Monitor and coordinate research carried out by junior technical officers and external collaborators.
    13. Provide technical inputs to office documents (sectoral meetings, technical committees, conference reports, Director General’s report to ILC).

      Required qualifications

      Education

      Advanced university degree in Law with specialisation in labour law or demonstrated expertise in labour law.

      Experience

      Ten to fifteen years’ experience of which at least seven years at the international level including relevant working experience in the field of industrial relations and labour law. Experience in project cycle management, fundraising, and working with the EU would be considered as an advantage.

      Languages

      Excellent command of English. A working knowledge of another official language (Spanish or French) of the Organization, or a language of the sub-region would be an advantage.

      Competencies

      In addition to the ILO core competencies, this position requires:
      Demonstrated and recognized technical and /or managerial leadership in carrying out the objectives and policies of the related work unit, demonstrated technical expertise to devise new methods, concepts, approaches and techniques, leading to development of ILO standards and technical guidelines and ability to prepare ILO strategy reports in the related field for programme development, the ability to provide policy advice and the ability to manage large projects to coordinate activities among projects; synthesize research and reach empirically based conclusions on related subjects; provide seasoned advice on best practices, to address broader issues outside the field of specialization; formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

      Conditions of employment

    14. Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
A successful external candidate will be on probation for the first two years of assignment. Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
