DescriptionAbout the UN University (UNU) The United Nations University (UNU) is an international community of scholars engaged in policy-oriented research, capacity development and dissemination of knowledge, furthering the purposes and principles of the Charter of the United Nations. UNU’s mission is to contribute, through research and capacity building, to efforts to resolve the pressing global problems that are the concern of the United Nations and its Member States. United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV) The UNU-EGOV, based in the city of Guimarães, north of Portugal, is one of 14 research and training Institutes and Units that comprise the UNU system. The mission of UNU-EGOV is to support the Member States of the United Nations in transforming the mechanisms of governance and building effective governance capabilities through strategic applications of Information and Communication Technologies (ICT) to contribute to sustainable development, social inclusion and active citizenship. As a think tank and research unit, UNU-EGOV combines both classical research and consultancy projects. The UNU-EGOV Core Research Programme 2020-2024 is dedicated to the theme of “Governance and digital transformation for inclusive, resilient and sustainable societies”. It aims to consolidate and exploit the existing knowledge as well as to explore new learning to reach inclusion, development, sustainability and security worldwide. Furthermore, it investigates the current and new digital governance challenges for a resilient society. Research topics approached in the Core Research Programme include: Governance models and strategies for digital transformation of the public sector and society at large;Smart and sustainable cities and communities;Standards and regulatory issues related to interoperability, usability, data and privacy protection;Technology-enabled innovation including models, capacities and specific emerging concepts and technologies;Big data and AI including data capture, maintenance and data exchange;Technological service delivery, administrative burden reduction and anti-corruption, etc. For more information, please visit http://egov.unu.edu. Responsibilities Under the overall guidance and supervision of the Director of UNU-EGOV, the Senior Research Analyst ensures the execution of the following attributions: 1. Plan and conduct policy-relevant EGOV research according to high-level academic standards: Participate in the elaboration of research plans;Develop qualitative and quantitative research framed in the UNU-EGOV overall scientific domain;Publish regularly in relevant journals and conference series. 2. Translate EGOV research findings into relevant policy instruments: Develop and document research bridges towards the definition and implementation of policy instruments;Reach the relevant actors (persons, institutions, networks) in the society at large and involve them in this effort;Disseminate such bridges through the relevant communication channels, including the publication of position papers, opinion articles, and dissemination notes in the media and social media. 3. Coordinate other researchers, namely research associates, and proactively help in their career development programmes: Promote academic and social integration of staff and collaborators in the UNU-EGOV context;Plan, guide the execution, and revise research/academic activities of junior staff. 4. Plan and conduct landscape, trend and other studies on the frontiers of EGOV research and policy: Organise, develop and coordinate this kind of studies;Participate actively in their discussion and dissemination. 5. Develop research and capacity building project proposals and build project consortia: Plan, draft and coordinate research or capacity building project proposals;Coordinate proposal submission and monitoring. 6. Take high-level responsibilities in the organization of UNU-EGOV conferences, workshops, capacity-building programmes and other relevant events: Play an active role in the organization of research or capacity building events, assuming, when required their global or partial coordination;Participate in their dissemination;Conduct their assessment and revision. 7. Contribute to UNU-EGOV fundraising efforts, namely: Develop contacts and networks relevant for extending the Unit area of intervention;Plan and draft different kinds of project / initiative proposals, and collaboration contracts, as part of the Unit global fund-raising effort. 8. Perform other duties as requested by supervisor or the Director. RequirementsRequired: Completed Doctoral degree (PhD) in Informatics, Information Systems, Public Administration, Public Policy, Development Management, Economics, Communication Sciences, Sociology, Law or a related discipline.PhD with 6 years of progressively responsible experience in research, teaching, consulting, and programme development in academic, think-tank or international organizations, preferably in areas related to EGOV’s areas of work such as digital transformation, modernization and innovation of governments and public institutions.Experience in delivering executive training in the EGOV field, namely in capacity-building programs for public administration.Internationally recognized academic record in research domains core to UNU-EGOV areas of activity.Evidence of project/programme development and management. Desirable: Experience in academic and/or professional supervision.Knowledge of, and familiarity with, funding sources.Experience in drafting and presenting complex reports, communications, and presentations.A proven ability to work flexibly on a range of assignments, adjust to changes in schedule and priorities, and juggle concurrent tasks effectively and efficiently.Excellent team player with strong interpersonal skills and ability to work harmoniously in multi-cultural and multi-ethnic environment.Other desirable skills: Initiative, strong conceptual abilities, sound judgment, resilience, teamwork and coordination, excellent oral and written communication skills.Fluency in spoken and written English is required.Knowledge of another UN official working language is a relevant asset. Remuneration The successful five (5) candidates will be employed under an international PSA contract. UNU offers an attractive (tax-exempt in Portugal) compensation package including an annual net salary at (IP)PSA2 level starting at EUR 38,800, commensurate with the experience and qualifications of the candidate. Benefits include 30 days annual leave and a health insurance scheme. In addition, for relocated candidates, UNU-EGOV will provide: Accommodation in Guimarães upon payment of a monthly rental cost of EUR 400 plus utility bills (subject to availability and rental cost update). The accommodation cost (rent plus bills) will be deducted from the monthly net salary above-mentioned, only in case, it is provided by UNU-EGOV.Travel in/out: cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working-from-home arrangements. Duration of contract The duration of the initial contract is one (1) year. This is a Personnel Service Agreement (PSA) contract with UNU-EGOV, with the possibility for renewal subject to requirements and satisfactory work performance. The combined duration of a PSA contract with UNU may not exceed six (6) years. The mandatory age of retirement for a PSA is 65 years. Expected start date: As soon as possible.
