East Asia and pacific Region Governance Unit

Background and general description

The Public Sector and institutions Team (EEAG1 Unit) in Mongolia has been supporting the GOM to undertake and sustain structural and institutional reforms to ensure fiscal and financial stability in the country in the short-medium and more importantly in the long-term. It has helped build the foundations to undertake actions to address macro-economic imbalances, public financial management challenges preventing the country to maintain its fiscal discipline and to strengthen fiscal transparency and citizen participation towards better service delivery. The team works in close collaboration with Macroeconomic Trade and Investment unit as well as Finance, Competitiveness & Innovation, including supporting the preparation of the policy lending as well as other engagements in Health and Social Protection/Social Development sectors in support of the governance in sectors agenda. The program includes the delivery of a body of lending operations, programmatic analytic and advisory products as well as technical assistance and training activities. Among others, operations worth noting are the Strengthening Fiscal and Financial Stability (SFFS) Project, Strengthening Governance in Mongolia (SGM) project implemented with the financial support of the European Union (EU), and Mainstreaming Social Accountability for Improved Transparency and Participation in Mongolia - MASAM Project Second Phase supported by the Swiss Agency for Cooperation and Development and the Global Partnership for Social Accountability. These initiatives have been complemented by analytical work undertaken by the team on challenges and opportunities for advancing the Civil Service Reform in the country, the Public Expenditure Review conducted in 2018, and the Public Expenditure and Financial Accountability (PEFA) assessment currently ongoing. All of our tasks are integral to the policy dialogue of the country program.

Within the context above the East Asia Governance unit is looking to hire a "Senior Public Sector Specialist" to lead the analytic and operational work as well as strengthen further the links with the overall country program in the context of the upcoming Country Partnership Framework in Mongolia. He or she will report to the Public Sector Practice Manager covering three Country Management Units (China-Mongolia, Indonesia- East Timor, and Philippines-Malaysia-Thailand) in the East Asia Region who is based in Washington DC.

Job duties and responsibilities

  • Lead/oversee the design, preparation and supervision of selected World Bank Group-financed governance related investment and policy reform programs in Mongolia, with an emphasis on advancing reforms in Public Finance Management (PFM), e-government and digital transformation, fiscal transparency and public participation as well as the civil service.
  • Advise and work with the MOF, and other Implementing Agencies such as the Mongolian National Audit Office, Bank of Mongolia, among others, to advance the work related to the projects that are under implementation and/or to engage in a dialogue towards exploring future interventions.
  • Lead the design and implementation of future investment operations and analytical products on PFM and Governance (e.g. on civil service reform, GovTech and digital technologies, fiscal decentralization and local governments, and political economy/anti-corruption) advising the practice and country management on these issues, assisting in preparing engagement strategy notes, position papers and briefs and systematically following various developments.
  • Support the unit''s fundraising efforts in order to secure additional resources to complement the GOM with the existing and new reform agendas such as assistance to decentralization and digital transformation efforts in support to the implementation of the Mongolia's Vision-2050.
  • Seek collaboration and provide advice to other practices to effectively integrate issues of PFM and Governance in their own programs and also collaborate closely with other Global Practices such as Macroeconomic Trade and Investment (MTI), Health, Education where there are cross-cutting work programs such as Development Policy Financing and/or Sectoral Public Expenditure and Institutional Reviews.
  • Advise and support the Country Management Unit with the preparation of policy notes, the Systematic Country Diagnostics (SCD), the Country Partnership Framework (CPF), Country Policy and Institutional Assessment (CPIA) and the Performance and Learning Reviews (PLR) among other country related work.
  • Represent the unit in country meetings, related fora and events with government, donors and other counterparts and key external partners.
  • Contribute to the practice and unit's knowledge agenda by ensuring that experiences from Mongolia are made available in the East Asia and Pacific region and other regions.
  • Other tasks that are assigned by the Practice Manager within the broad PFM and Governance engagement.

Selection Criteria

  • Mater Degree in Economics, Finance, Political Science, Public Administration, Law and/or other educational background associated with Public Sector Governance with a minimum of 8 years of relevant experience in one or more core governance business lines such as public finance management, decentralization, civil service reform, anticorruption and transparency.
  • Outstanding technical and operational skills as evidenced by a track record in delivery of investments or policy based operations; experience in Bank operations in one or more areas covered by Governance or related economic policy and management themes;
  • Strong analytical skills demonstrated through task leadership of major sector/economic reports and other published work related to fiscal/public finance management, public institutions, transparency or public administration/civil service reform;
  • Strong integrative capacities; i.e., ability to situate Governance and Institutional strengthening activities within a coherent strategic framework and economic development narrative.
  • Strong communication skills, including the ability to speak persuasively and to present ideas clearly and concisely with senior policy officials. Demonstrated effectiveness in conducting policy dialogue on issues with senior government officials, the private sector, donor representatives and civil society;
  • Teamwork (Collaboration) and Inclusion - Shows leadership in supporting the team to stay organized and focused, and actively seeks and considers diverse ideas and approaches.
  • Business Judgment and Analytical Decision Making - Gathers inputs, assesses risk, considers impact and articulates benefits of decisions for internal and external stakeholders over the long term.
  • Ability to juggle numerous opposing demands and priorities, respond quickly to country and management requests, and set priorities for self and others; and
  • Working knowledge of Mongolia language, both spoken and written, is essential.
