Background:

OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance and transnational threats and police reform.

The Mission is implementing the Extra Budgetary (ExB) project “Building New Bridges”, which aims to reinforce social cohesion through increased integrated education practices and inter-cultural youth engagement.


Tasks and Responsibilities:

Under the direct supervision and guidance of the Senior Democratization Officer, the Senior Project Assistant will support the effective achievement of the project results and provide programmatic, project management, administrative, financial and coordination support, and serve as the key point of contact, to the ExB project “Building New Bridges” (BNB).

More specifically, the incumbent will be responsible for:

1. Assisting and overseeing the implementation and coordination of the project activities in line with the operational plan:

Ensuring smooth implementation of project activities as per the established timeframe and calendar and in line with expected results; Collaborating and assisting in the planning and risk identification of project activities; Undertaking monitoring and evaluation activities on a regular basis, and drafting project’s reports in a timely manner; Communicating regularly with the Senior Democratization Officer and proactively identifying areas for improvement and better progress of project activities; Supporting the Senior Democratization Officer in visits or meetings with national authorities and other interlocutors; Monitoring the overall responsibility for the implementation of the BNB project visibility and procurement plans, jointly with the Mission’s CMRU and Procurement teams and the ExB Project Assistant.

2. Monitoring project funds, overseeing their distribution as directed, and reporting on financial and budgetary aspects of the project, including day-to day administration of the entire BNB funding scheme.
3. Establishing and maintaining contacts with relevant government officials and state structures, including schools and kindergartens, as well as civil society institutions. Collecting information, coordinating, liaising and facilitating communication and coordination with national counterparts such as the Ministry of Education and Science (MoES).
4. Drafting correspondence and facilitating inter- and intra-departmental communication and coordination of ExB project-related administrative, finance and human resources matters necessary for implementation of the project activities. Organizing project-related meetings and events, preparing background papers and project-related briefing materials and presentations for internal and external use.
5. Assisting the Senior Democratization Officer with technical and administrative support and guidance on applicable ExB project-related rules, regulations and procedures within the project management cycle, as appropriate. Providing translation from Macedonian to English and vice versa;
6. Performing other duties as required, including possibly needing to drive official vehicles.

Necessary Qualifications:

Citizenship of or permanent residence in the Republic of North Macedonia; Completed secondary education supplemented by formal training in education/public administration, or similar; At least six (6) years of work experience in drafting project proposals, reports, budgets, evaluations, administration and monitoring of projects in international organisations; Experience in the education/youth sector, with school administration and/or with projects related to education and/or youth will be considered an advantage; Experience applying project development and project management skills; Computer literate with practical experience with Microsoft applications; Excellent written and spoken communication skills in English and local language(s); Ability to work with people of different nationalities, ethnicities, religions and cultural backgrounds; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities. Holding a valid driving license.

Remuneration Package:


Monthly remuneration, subject to social security deductions, is approximately EUR 1.564,00.

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
