Position Title: Senior Project Assistant

Position Grade: G6 (UN Salary Scale for General Staff)

Appointment Type: One Year Fixed Term Contract, with the possibility of extension

Context:
South Africa remains the main country of destination for migrants in the Southern Africa region and continues to see significant migratory movements into the country. Migration issues, including mixed flows involving irregular migrants, asylum seekers, and other vulnerable groups are often linked to larger developmental challenges such as high unemployment, low living standards and stark economic inequalities.
Migrants are often met with significant socio-cultural and economic challenges. In response to some of the challenges, IOM South Africa implements several projects, including emergency assisted voluntary return, migrant integration and social cohesion, humanitarian assistance, migration health related programs, movement, and research.
While every project has a dedicated coordinator based in Pretoria, under the overall supervision of the Chief of Mission the successful candidate will be responsible for the coordination of the activities implemented by the different teams within the area of responsibility of Cape Town and the administration of the sub-office.
Responsibilities and Accountabilities

  1. Administer the day-to-day sub-office management, including the maintenance and functioning of the office.
  2. Support the implementation of the joint UN Multi Partner Trust Fund Project (MPTF) and the support towards Covid-19 vaccination campaign roll-out project and the day to day activities of other projects managed out of the Cape Town sub-office.
  3. Maintain good relationships with local authorities and partners and organize meetings for the Chief of Mission, Project Coordinators and donors as may be required.
  4. Support registration of undocumented migrants and community engagement
  5. Report any sudden changes to the overall migration dynamics in Western Cape and wider areas and flag any arising issues.
  6. Participate in specific monitoring exercises as assigned.
  7. Conduct preliminary analysis of the overall situation including mapping and profiling of vulnerable populations and raise arising issues within to the required project or unit.
  8. Keep track of the workplans established within the sub-office to avoid overlap and meeting of goals.
  9. Flag and bring to the attention of the project Coordinators delays or challenges regarding compliance issues with the donor requirements.

  10. Provide administrative backstopping support for the Project Coordinators.

  11. Prepare reports and inputs for project development according to specific needs and situation analysis in accordance with IOM project development standards in close coordination with the Chief of Mission.

  12. Perform such other duties as may be assigned.
    Required Qualifications and Experience:
    Education:
    • High school degree/certificate with at least six years of relevant professional experience.
    • Completed university degree preferably in Social Science, International Relations, Law, Social Work, or a related field from an accredited academic institution, with at least four years of relevant professional experience.
    Experience:
    • Good knowledge of and experience in migration related project management, advocacy.
    • Experience in social work, with background in working with vulnerable groups, especially migrants, women and children, and training in governmental and non-governmental contexts.
    • Experience to establish and maintains effective working relationships with implementing partners.
    • Prior work with the United Nations or International Organizations will be considered an asset.
    • Professional familiarity with key issues in the Southern African region is an asset
    • Prior experience in office management.

    • Effectively interfaces with government officials of appropriate level on matters related to substantive migration issues and the work of IOM
    • Effectively applies knowledge of migration issues within organizational context
    • Identifies risks and makes contingency plans
    • Masters subject matter related to responsibilities
    • Knowledgeable about and promotes IOM core mandate and migration solutions
    • Good writing/communication, presentation, and networking skills essential.
    • High level of computer literacy in MS Office applications.
    Languages:
    • Fluency in English
    • Working knowledge of local languages is an advantage.
