Background:

The Johanniter-Unfall-Hilfe e.V. (Johanniter International Assistance) has been working in Afghanistan since 2002, implementing projects in the field of health, nutrition and disaster preparedness. The programs are coordinated from the office in Kabul. As the humanitarian situation in Afghanistan continues to deteriorate, with growing needs amongst internally displaced people (IDPs), others struggling with the impact of conflict and natural disasters and communities exposed to communicable diseases coupled with challenges for some populations to access basic services. To address these challenges Johanniter is implementing various projects through local partner NGOs in several Provinces (e.g. Kunduz, Khost).

You will be reporting to the Head of Mission Afghanistan (first line supervisor) and to the Head of South/Central Asia, Middle East and Europe Desk in Berlin (second line supervisor). You will be supervising a team of international/national staff and project partners and give technical advice to National Partners.

What you will do:

■ You will be responsible for the Johanniter programme in Afghanistan

■ You will technically supervise our project partners in implementing our programme in Kabul and in the field.

■ You are passionate about building partnerships with new national, international or local partner organisations, assess and evaluate their activities and ensure the development of their capacities

■ You enjoy writing proposals to different donors in line with their requirements to ensure their continued support for our programs

■ Your support will be required in fundraising

■ We expect you to have a good understanding of the overall country programme

What you bring:

■ BSc or MSc degree in a relevant field

■ More than 3 years’ experience in a humanitarian context

■ Experience in working with international and national partners, donors, and other authorities

■ Monitoring and evaluation experience, conducting assessments, writing proposals and reports

■ Experience in security management in high risk areas under stressful circumstances and an insecure context

■ Strong management, project planning and organizational skills with strong analytical,

written/oral communication and reporting skills

■ Cross-cultural sensitivity, negotiation and diplomacy

■ Previous working experience in Afghanistan

■ Fluency in English required

Fixed term contract for one year (with possible extension)

Remuneration: 48,332 - 50,876 € per annum

More Details about the Position:

Strategy and Programme Development

■ Contribute to the development of the country strategy based on the global Johanniter strategy.

■ Identify new programmes through assessments that support the achievement of Johanniter’s strategic objectives in the country (including rapid humanitarian assistance in case of disasters in coordination with Head of Mission and HQ).

■ Assess and build partnerships with new national, international or local partner organisations.

■ Develop exit strategies and handover – if applicable.

Programme Management

■ In coordination with the Head of Mission design, plan and coordinate all projects in course of humanitarian aid and development cooperation in line with beneficiary needs, national policies as well as Johanniter and donor programme objectives and policies and international standards

■ Supervise and ensure the effective and efficient implementation of all programme activities, review management systems and make appropriate improvements at field level

■ Support and supervise national partners in effective and efficient management of projects implementation in line with the project management cycle, program objectives, log frames, activities and indicators

■ Ensure cost effective planning, monitoring/supervision and evaluation of the activities of current and future projects

■ Co-ordinate activities between the field sites, project partners and the country office

■ Recognise further needs and conduct assessments where needed for project proposals including partnership assessments

■ Lead the development and submission of high quality concept notes and proposals

■ Assist the Head of Mission in identifying new funding opportunities

■ Support programme teams in contract management systems, grant inception workshops, timely submission of quality donor reports and donor compliances (in close coordination with Administrator)

■ Capacity building of local partner organisations and project related staff

Program Monitoring and Evaluation

■ Ensure project monitoring systems are in place and that reviews are undertaken periodically in conjunction with the team, the Head of Mission, project partners and relevant local stakeholders

■ Monitor and maintain compliance with standard Johanniter procedures and guidelines

■ Initiate regular project team meetings at all field sites to ensure successful project implementation

■ Monitor the evolving humanitarian situation in the project regions and consider strategic and immediate responses

■ Regular travel to all field sites depending on project needs and upon clearance for security

■ Work closely with the PM&E Officer regarding evaluations of project activities

Human Resource and Team Management

■ Create and maintain a culture of team spirit and ensure all staff is committed to strive for high performance contributing to the achievement of the strategic ambitions of Johanniter.

■ Recruit and hire national staff according to HR plans agreed by the Head of Mission.

■ Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular bilaterals and performance reviews.

■ Ensure both individual and team development and capacity building.

Safety and Security

■ Prioritise Safety and Integrity of all staff at all times.

■ Constantly monitor the security situation and establish a good understanding of the context and risks associated with a changing environment.

■ Elaborate local Security Plans and ensure that valid guidelines are followed and adapted as required at all levels, that maximum preventive measures are taken and that the team of Expats and National Staff is safe and well informed at all times.

■ Review and update the security and contingency plan in intervals agreed with the Head of Mission and ensure that all guidelines are understood and respected.

Representation and Communication

■ Build and strengthen external relationships and represent Johanniter in Afghanistan with donors, the host government, international and national organizations, and coordination fora

■ Support Media and Press work in conjunction with the HQ Communication Desk, prepare regular reports, updates and articles for Johanniter Communication and Fundraising Department, respond to media and press requests.
