Currently over 2 million people are internally displaced in Ethiopia and most of them are conflict induced displacement. In response to the recent intercommunal conflict and resultant displacement between Gedeo and West Guji zones, UNDP designed a project entitled “Stabilization & Recovery Support for Communities Affected by Gedeo-West Guji Displacement”. The overall goal of this project is to contribute towards safe, dignified and resilient lives among displacement affected communities through enhanced livelihoods restoration, accelerated socioeconomic recovery and support for peace building efforts. The project also seeks to stabilize the displacement crisis through supporting market-led solutions that strengthen and deepen local markets and paving the way towards improved peace by restoring trust and confidence and facilitating structured intra-and inter community dialogue. Through a resilience-based development approach, UNDP takes a longer-term perspective from the outset, focusing on strengthening the capacity of communities to cope with the crisis through immediate emergency interventions, by bolstering livelihoods, infrastructure and basic services; recover from the socio-economic impact of the crisis by regaining productive assets; and sustain this recovery toward development through a functioning and peaceful socio-economic and political environment where development gains are protected.

Against this background, UNDP seeks to recruit experienced Senior Programme Manager (SPM) to lead the project implementation processes. The SPM will be responsible for the overall management of the project, including the mobilization of all project inputs and the supervision of project staff and consultants. The SPM will report to the Team Leader for all of the project’s substantive and administrative issues. From the strategic point of view of the project, the SPM will report on a periodic basis to the resilience specialist based in Addis Ababa. Generally, the SPM will be responsible for meeting government obligations under the project, under the national implementation modality (NIM). The SPM will perform a liaison role with the Government, UNDP, staff of other projects executed by Government, implementing partners, and other stakeholders.

SPM will conduct all necessary coordination and management activities to successfully implement the project. The SPM will work closely with the staff from inter alia DPPB at regional, zonal, and woreda level. Furthermore, establish productive working relationships with humanitarian and development partners including NGOs, UN agencies etc The SPM will be based in Addis Ababa. The initial contract for the SPM will be for one year with a possibility for renewal depending on performance.

 

  • Oversee the implementation of the project activities in line with the Project Implementation Plan;

  • Liaise with the Oromia region Disaster Prevention and Preparedness Commission and SNNPR Disaster Prevention and Food Security Coordination office as the implementing agency and coordinate project activities to ensure that the activities in each results area are implemented in accordance with the project objectives. Liaise with other relevant line bureaus, NGOs, UN agencies, and all implementing partners for effective coordination of all project activities.

  • Supervise and coordinate the production of project outputs to the required standard of quality and within the specified constraints of time and cost as outlined in the project document.

  • Mobilize all project inputs in accordance with procedures for nationally implemented projects.

  • Leading the monitoring of project activities against the established indicators detailed in the project Logical Framework.

  • Liaise with implementing partners to ensure the timely submission of project reports;

  • Conduct field visits as required to verify project activities relative to stated targets;

  • Facilitate troubleshooting options with the relevant agencies to remove any bottlenecks that might arise during project implementation;

  • Manage the project staff and its day-to-day activities, evaluate their annual performance and make recommendations regarding their contract renewal;

  • Ensure that the work plans and budgets are in conformity with the project objectives;

  • Oversee the outsourcing by competitive tender, monitor the procurement of works, goods and services for the project and ensure execution according to the rules and guidelines in conformity with the project procurement procedures manual.

  • Coordinate and manage all procurement requirements (contracts and consultancies in the project, including reviewing consultancy reports);

  • Provide guidance to contractors and consultants engaged by the project;

  • Manage and monitor the project risks initially identified, submit new risks for consideration and decision on possible actions if required; update the status of these risks;

  • Ensure that the financial management arrangements are in conformity with the UNDP regulations, and that all payment vouchers and payment orders are correctly authorized thereby ensuring that all expenditures are justified, within budget frames, and in line with project objectives;

  • Ensure that compliance check/audits are organized on time and resulting recommendations are acted upon;

  • Keep the senior recovery and resilience adviser informed about key project implementation matters to facilitate productive relationship with line bureaus;

  • Ensure appropriate public relations, awareness creation and marketing of the project among stakeholder groups and the public at large;

  • Prepare periodic monitoring reports (technical and financial) of the project for submission to different agencies that are involved in the project implementation;

  • oversee the preparation of quarterly/annual financial reports;

  • quarterly project status reports;

  • monitoring and evaluation reports;

  • Organize and facilitate stakeholder consultations and project review meetings as required;

  • Undertake closing out activities for the project which include final financial, procurement and technical reports, and the handing over of documents;

  • Assist relevant government agencies and implementing partners with development of essential skills through training workshops and on the job training, thereby upgrading their institutional capabilities.

  • Carry out regular, announced and unannounced inspections of all sites and activities.

  • Undertake any other activity that may be necessary for the effective management of the project.

Education:- 

  • Advanced university degree (at least MSc. or equivalent) or Bachelor’s degree in Rural Development and Agricultural extension, disaster risk management and sustainable development, or another field relevant to the project.

Experience:-

  • At least 8 years of experience in a similar or related position;
  • Proven track record of technical and managerial experience with project management;
  • Extensive knowledge and understanding of the Ethiopia agricultural systems, specifically rural smallholder farmers contexts;
  • Experience with and understanding of Ethiopia, humanitarian systems, coordination platforms including the cluster approach and architecture;
  • Excellent working knowledge of English and track record in producing communications and reports in English including writing project success stories, lessons learned and best practices.
  • Ability to effectively coordinate a multi-stakeholder project including extensive experience in planning, prioritizing, sequencing, managing, problem-solving and reporting on implementation of projects
  • Ability to administer budgets, lead a team, train and work effectively with counterpart staff at all levels, and interact effectively with all groups involved in the project. 
  • proven through successful interactions with all levels of stakeholder groups, including senior government officials, business executives and local people/communities. 

Language Requirements:-

  • Proficiency in English and Amharic.
