Org. Setting and Reporting

This position is located in the Capacity Development Programme Management Office (CDPMO) of the Department of Economic and Social Affairs (DESA). The main goal of the Office is to support the Under-Secretary-General and DESA's Divisions/Offices in the formulation and implementation of the Department's capacity development approach and to promote coherence and integrated delivery of the Department's operational activities. The incumbent reports directly to the Head of the Capacity Development Programme Management Office. Responsibilities

Within delegated authority, the Senior Programme Management Officer will be responsible for the following duties:

- Supports the conceptualization and coordination of the development of DESA's capacity development approach, including ensuring an effective translation of the intergovernmental guidance and policies into the development and implementation of capacity development activities of DESA.
- Supports DESA's access to guidance and other resources developed by the United Nations Development Group (UNDG) with relevance to capacity development activities Contributes to DESA participation in the UNDG Advisory Group and UNDG relevant Working Groups, Task Forces and Task Teams as well as Regional UNDG Teams and UN Country Teams, as appropriate.
- Supports the function of the Departmental focal point for Non-Resident Agency (NRA) issues to bring about the more effective engagement of DESA with Resident Coordinators and UN country teams;
Supports the Department's access to Multi-Donor Trust Funds and other pooled funding mechanisms for operational activities for development.
- Serves as the lead staff in the Capacity Development Office to support DESA divisions in
programming, implementing and evaluation of operational activities for development, including on cross-cutting issues and through the provision of appropriate programme guidelines; develops and maintains quality assurance mechanisms based on principles of results-based budgeting and results-based management.
- Supports DESA's Steering Committee on Capacity Development, which serves as the main departmental framework to guide and provide oversight of DESA's operational activities for development.
- Supports DESA's activities on resource mobilization for operational activities, in cooperation with DESA's Divisions.
- Develops and implements communication activities to better project DESA's capacity development profile.
- Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies, or programmes, in all areas and at all levels.
- Participates in international, regional or national meetings as appropriate, and provides programmatic/substantive discussions with representatives of departments, funds programmes and agencies, and/or represents the Department at these meetings as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, social science, public administration or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten (10) years of progressively responsible experience in project or programme management related to international development cooperation and capacity building is required.

Experience in the design, development and implementation of capacity building programme or project is required.

Experience with Results-based Budgeting/Results-based Management and Monitoring and Evaluation approaches is required.

Experience at the country level working with governments and/or international organizations in capacity building for economic and social development is required. Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another UN official language is an advantage. Assessment
