Context:

The International Organization for Migration (IOM) provides technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to end forced migration and/or improve displacement conditions. IOM has also a leading role in the Camp Coordination and Camp Management (CCCM) Cluster, participates in coordinated humanitarian responses, and engages in inter-agency collaboration to meet the needs of affected-persons and contribute to their protection.

The conflict and violence in Syria has continued to create surges of people crossing the borders from Syria into neighbouring countries. The number of Syrians registered or awaiting registration in host countries has surpassed 4 million and 6.2 million have been displaced inside Syria. Host governments and humanitarian actors, including IOM, are providing relief assistance and protection to this extremely vulnerable population living with host families and in increasingly crowded camps and settlements. The combination of an extremely large, displaced population and the accelerating rate of new arrivals is posing a growing challenge to reception communities’ capacity and host government’s response mechanisms.

As a member of the United Nations Humanitarian Country Team (UNCT) in Syria and all concerned neighbouring countries (Jordan, Lebanon, Iraq, and Turkey), the IOM Director General (DG) has declared a Level 3 emergency to enhance organizational humanitarian assistance and priorities related to IDPs, refugees and returnees, and is actively participating in the emergency response within this rapidly changing humanitarian context.

The Syria crisis is entering its seventh year and millions of Syrians continue to seek refuge in neighbouring countries including Turkey. It is estimated that over 13.5 million individuals inside Syria now require humanitarian assistance and 6.5 million are internally displaced (HRP 2018). Over 5 million Syrians have fled as refugees (United Nations High Commissioner for Refugees (UNHCR)).

As this is a Level 3 emergency response, the Senior Programme Coordinator will be under the overall technical guidance of the IOM Whole of Syria (WoS) Coordinator and Syria Coordination Cell in Geneva, under the overall supervision of the Chief of Mission (COM) in Turkey, the direct supervision of the Head of Sub-Office in Gaziantep and close coordination with Emergency Coordinator in Ankara, and will be responsible for the management, financial oversight and implementation of IOM's ongoing Level 3 response in the area including monitoring and evaluation as well as relations with relevant counterparts, donors and stakeholders.

Core Functions / Responsibilities:

  1. Oversee, manage and lead IOM's humanitarian response programs and related operations from Turkey in accordance with IOM Standard Operational Procedures.

  2. Draft humanitarian response strategies and contribute to Whole of Syria (WoS) strategic planning of emergency response in Syria from the Turkey hub including preparation of yearly Humanitarian Response Plan and expansion of IOM Turkey activities to other sectors.

  3. Supervise and manage international project staff in Gaziantep, including hiring, providing training, assigning duties and giving feedback to staff members on their performance on a regular basis to ensure the highest standards of work and operational capacity.

  4. Provide expert guidance and advice to programme staff on policies and procedures related to emergency programmes and build staff capacity.

  5. In coordination with the Resource Management Unit (RMU), exercise administrative and financial management responsibility for relevant projects, identifying resource or financial deficiencies, and initiating and proposing corrective action.
