Background
OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. The Mission’s current activities focus on police development, strengthening of domestic government institutions, strengthening the rule of law and media development and further implementation of the Ohrid Framework Agreement.
Tasks and Responsibilities

Under the supervision of the Senior Democratic Governance Officer and the Chief of Democratic Governance and Social Cohesion Unit, the incumbent assists in a wide range of project management, administrative, financial, logistical and coordination tasks dealt with by the Democratic Governance and Social Cohesion Unit.

More specifically, the incumbent:

  1. Contributes to the development of policy and strategic papers as well as project documents of the Democratic Governance and Social Cohesion Unit, through research, data collection and analysis;
  2. Conducts needs assessment for project identification and development and identifies possible activities/interventions;
  3. Coordinates, monitors and participates in the implementation of projects activities, often in a leadership role and/or as a trainer/presenter/mentor to the participants, and provides inputs in the preparation of progress and final project reports;
  4. Conducts research and analyses on democratic governance related topics; drafts briefing materials, presentations, reports, publications (e.g. guidelines, toolkits, manuals) and other relevant documents within the democratic governance and social cohesion portfolio;
  5. Liaises, develops and maintains contacts with Democratic Governance and Social Cohesion stakeholders and project partners - domestic and international interlocutors, government officials at local and central levels, civil society actors; Explores opportunities for cooperation and facilitates coordination of activities; Prepares minutes and reports of the meetings;
  6. Contributes to the formulation, monitoring and updating of project budgets and subsequent administrative facilitation of project and non-project activities; Prepares Purchase Requisitions in the IRMA / ORACLE system; performs related transactions and projects financial reporting;
  7. Translates written materials and correspondence used for the needs of the programme; Performs simultaneous and/or consecutive translation for meetings, appointments, or other business communications with staff, consultants and partnering organizations' staff;
  8. Performs other duties as assigned.
Necessary Qualifications

The candidates should have the following minimum qualifications:

  • Citizenship of the former Yugoslav Republic of Macedonia
  • Secondary education, supplemented with formal training in project management, office administration, in Economy, Law, Political Sciences, Social Sciences or related fields
  • Minimum six years’ experience in administrative work with sound knowledge of accounting, budgeting and financial management
  • Thorough knowledge of concepts related to Democratic Governance and Social Cohesion issues and legal framework of central and local governments, inter-ethnic relations, elections, youth and education
  • Excellent written and oral communication skills in English and in local languages
  • Established ability to translate and interpret to and from English
  • Computer literate with practical experience with Microsoft packages
  • Ability to work with people of different nationalities, religions and cultural backgrounds
  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities

Remuneration Package

Monthly remuneration, subject to social security deductions, is approximately EUR 1,564.00.

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
