Senior Program Manager – Transnational Crime

The Department of Foreign Affairs and Trade (DFAT) is inviting applications for a Senior Program Manager – Transnational Crime which is a full-time position, classified at Level 6 (LE6). Reporting to First Secretary (Development) at the Australian Embassy in Bangkok, the position will support Australia’s Mekong-Australia Partnership on Transnational Crime (MAP-TNC). Selection Criteria

  1. Proven experience in managing international development programs, including those of a complex and/or sensitive nature

  2. Demonstrated ability to work independently under broad direction to resolve issues and deliver quality outcomes.

  3. Strong analytical skills and demonstrated ability to provide policy advice to senior management; undertake detailed or sensitive projects; and contribute to strategic planning for longer-term outcomes.

  4. Experience working closely in a cross-cultural team environment to deliver against team objectives to tight deadlines.

  5. Highly developed communication and representation skills in written and spoken English and Thai.

  6. Demonstrated professional/technical qualification or specialist expertise, knowledge or experience in transnational crime, law and justice sector or an associated discipline would be an advantage.

Contract Conditions:

Commencement Salary: THB 82,681 per month

Employment Period: Two years and six months

Probationary Period: Three months

Place of Work: Australian Embassy, Bangkok

Employment will be subject to satisfactory medical and police/security checks. The actual start date will be confirmed following the outcome of the police checks, which will be carried out in Thailand, Australia, any country where the successful candidate is a citizen, and any country where the successful candidate has resided for 6 months or more in the past 5 years. Please note that costs for a police check in any country other than Thailand must be met by the successful candidate.

For prospective expatriate employees, please note that all costs associated with the employee’s relocation to and stay in Thailand is the employee’s responsibility. This includes visa fees, travel to Thailand, and quarantine hotel costs on arrival and COVID-19 tests. The employee will also be responsible for organizing their own residential accommodation during their period of stay.

The Embassy can provide limited assistance to the employee and immediate family members (spouse and children) requesting Thai visa(s) and permit to stay.

About the Department of Foreign Affairs and Trade (DFAT)

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing its prosperity, delivering an effective and high-quality overseas development programme and helping Australian travellers and Australians overseas. DFAT provides foreign, trade and development policy advice to the Australian Government. It also works with other Australian government agencies to drive coordination of Australia’s global, regional and bilateral interests.

About the position

The Mekong-Australia Partnership on Transnational Crime (MAP-TNC) was announced by the Foreign Minister on 1 August 2019. It promotes cross-border cooperation between Cambodia, Laos, Myanmar[1], Thailand and Vietnam, supporting their efforts to tackle serious threats such as drug trafficking, child sexual exploitation and financial crimes. MAP-TNC builds on existing partnerships between Australian law enforcement, security and border protection agencies and their counterparts in the region.

With limited direction, the Senior Program Manager works under established policies and procedures to oversee the day-to-day management of MAP-TNC. This position works closely with Australian posts in the Mekong sub-region, the MAP-TNC Managing Contractor and other Australian Government agencies based in Australia and the region.

The key responsibilities of the position include but are not limited to:

· Liaise within DFAT (including regional posts and relevant sections in Canberra) and with other Australian Government agencies, delivery partners and donors to facilitate planning, coordination and program delivery for MAP-TNC.

· Deliver appropriate planning, financial management, procurement, contracting, and program and risk management for MAP-TNC activities.

· Support the design and implementation of MAP-TNC program activities to ensure alignment with DFAT policies and the objectives of MAP-TNC.

· Provide advice and technical expertise in relation to specific investments in Australia’s TNC development portfolio in the Mekong sub-region.

· Support Australia’s engagement with partner governments, especially the Government of Thailand, to determine needs and priorities related to TNC and to inform MAP-TNC activity development.

· Review independent advice and evaluation of specific investments within the MAP-TNC portfolio.

· Prepare DFAT’s assessment on investment quality and implementing partner performance.

· Support contract management, including preparing tender documentation, and monitoring contractor performance issues.

· Prepare reports and briefing on TNC issues in the Mekong sub-region and development cooperation policy issues.

· Liaise with internal and external stakeholders including participation on committees and forums on transnational crime investments.

· Perform independent research and analysis to support transnational crime development policies and relevant program activities.

· Lead on public diplomacy efforts for MAP-TNC, including management of development dialogues and workshops.

Qualifications/Experience
