General Minimum Requirements
The general minimum requirements for working with the OSCE are:
In a physical condition commensurate with performance of duties. Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure. Possesion of a valid automobile driving license and the ability to drive using manual transmission is a requirement for this post. New hires will be required to pass an OMIK administered driving test using a manual transmission vehicle within six months of assuming the post 'and be able to confidently self drive'.
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Graduation from a recognized Police Academy Negotiating and interpersonal skills Ability to read and utilise maps (both in physical form and digitally) Regular, active police service experience Professional fluency in English, both oral and written Knowledge of International Police Standards and human rights
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
Police administrative courses in relevant field and specialized subject area
Experience:
Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area
Mission Specific Requirements

Mandatory:
Ability to develop, monitor and support implementation of police development strategies Willingness to gain knowledge on Project Cycle Management Flexibility and ability to work under pressure and within limited time frames Ability and willingness to work as a member of a team, with people of different national, cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity Ability to research, analyse, draft and report on specific topics as well as to deliver presentation when required Ability to research, analyse, draft and report on specific topics as well as to deliver presentation when required Willingness to participate in specific training programs when necessary Able to operate with windows applications and e-mail Basic knowledge on how to integrate gender considerations into day-to-day work, organisation internally but also into work with external stakeholders Basic knowledge of hate crimes, hate speech and inter-ethnic incidents Basic knowledge of Kosovo Community Safety Forums
Desirable:
Basic knowledge on international gender equality and human rights standards. Knowledge of regional political history and developments Practical experience and/or working knowledge of the OSCE, UN, NATO, EU or other similar bodies
Tasks and Responsibilities:
Under the direct supervision of the Chief of Police Development and Monitoring section (S3), the incumbent performs the following duties:
Bearing overall responsibility for the conduct of all different kind of monitoring tasks assigned to the section, mainly related to Kosovo Police and Community Safety Forums; Providing programmatic oversight and guidance to national staff in the section; Gathering and conducting analysis of information, statistics and data in the area of monitoring of police performance and recommends appropriate courses of action to be taken; Providing assistance, advising mentors and supporting security agencies in developing their capacities to work effectively; Integrating gender equality and non-majority communities considerations into monitoring and project management activities; Supporting the local security agencies to develop and implement training and other capacity building plans; Drafting, supervising, evaluating and implementing projects based on the OSCE Project Management Tool Kit; Liaising closely with the counterparts in the OSCE Secretariat, as well as neighbouring OSCE field missions, local and international stakeholders; Writing reports, thematic, analytic and performance reports upon request; Attending seminars, workshops, conferences and courses relevant to the post as required by the Mission; Performing other duties as assigned.
