Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for a potential Senior MEL Specialist position on a USAID-funded program Southeast Asia.

The Senior MEL Specialist will report to the Program Manager and will lead on all MEL related activities and product development. This is a four-year, long-term position based in Bangkok, Thailand. The purpose of SuFiA-TS is to improve the management of marine biodiversity and fisheries resources in the Indo-Pacific region by reducing unstainable fishing and Illegal, Unreported, and Unregulated (IUU) Fishing.

Responsibilities:

* Ensure data collected is accurate, correct, and reliable

* Conduct monitoring of program activities

* Participate in client-related data quality assessment and preparation of reports

* Contribute to program MEL Plan and support work planning

* Provide training to staff and stakeholders on the project’s MEL systems, procedures, templates, indicators, methodology, and forms

* Develop program-specific tools and methodologies to support data collection, knowledge management, and learning

* Ensure activities are designed to achieve target indicators and align with the Theory of Change

Qualifications:

* Master degree or higher in related field

* At least five years of demonstrated experience at mid to senior-level or equivalent work experience in MEL for development projects, which include Theory of Change and logic model development, indicators selection, designing tools and strategies for data collection, analysis, and reports preparation.

* At least 3 years of supervisory and/or management work experience, including direct supervision of professional and support staff; quality evaluation of staff performance and deliverables; and contract management

* Must have strong demonstrated facilitation experience to facilitate problem analysis, Theory of Change development, annual review, work planning, and learning activities

*Experience in integrating gender and social inclusion contexts into MEL activities is preferred

* Strong written and oral English communication skills

* Thai nationals strongly encouraged to apply
