Reports to: Senior Director, US Human Resources

Function of the Position:

The incumbent is responsible for providing an array of consultative HR services to projects being implemented across the globe by U.S. based business units. Scope of work includes 1) providing advice and counsel during bid/proposal process, project start-up and project close-down, 2) serving as point of contact for assigned projects on employee relations matters during the project life cycle, 3) developing and communicating HR tools and information on in-country HR topics, 4) working on project talent management and talent mobility initiatives, and 5) delivering a variety of duty of care services. Responsibilities also include periodic travel to project site locations, and related duties, as assigned.

Roles and Responsibilities:

The Senior Manager partners with project management and provides advice and counsel in a business partner design to leaders and managers of U.S. based international development projects within U.S. based business units. Scope of expertise includes providing guidance on best practices in HR management, employee relations, compliance with U.S. government regulations for contractors as well as compliance with in-country labor, employment, and benefit laws.

Project Life Cycle

  • Works with project teams on local compensation plans; researches and establishes local national compensation plans.
  • Review local employment agreement templates.; develops employment agreement templates for use by project teams in hiring and on-boarding in-country local nationals.
  • Works with business units to successfully on-board all project leads for U.S. based projects; leads the HR orientation segment.
  • Consult on deviations from in country policies Develops in-country project HR policies and ensures alignment with broader DAI policies and global standards; reviews with in-country counsel and finalizes policies for project use.
  • Advise project staff on employee policies
  • Participates in project start-ups

Project Employee Relations

  • Manages high risk project employee complaints and grievances
  • Investigates grievances, HR related ethics hotline cases and conducts investigations.
  • Work with Ethics and Safeguarding on employee grievances and investigations
  • Works with project teams on staff performance reviews and pay increases.
  • Advises and counsels on project employee performance matters, coaching/counseling, PIPs, warnings, and disciplinary actions; coordinates with business unit leaders and local labor counsel, as needed.
  • Manages and approves involuntary terminations and advises project teams prior to all involuntary terminations of staff.
  • In coordination with legal counsel, negotiates settlements and executes separation agreements
  • Coordinates employee legal claims with the office of administration/facilities and the office of the general counsel, as needed.
  • Travels to projects to provide support on employee relations and compensation issues, project restructuring, and talent development matters.

HR Tools

  • Manage the HR resources available on DAI’s portal, including in-country information on social insurances, benefits and costs, compensation plans, labor codes, etc.
  • Develop tools and resources to enhance performance and talent management
  • Participates in various global compensation, shares results, as appropriate.
  • Review deviations to in-country HR policy manuals; coordinates with in-country counsel and updates as needed.

Project Talent Mobility

  • Build capacity of project HR professionals through HR Community of practice
  • In partnership with Head of Proposal & Project Recruitment participate in Project Talent Program
  • Manages the secondment program and any tax equalization associated with secondments.
  • In partnership with USG Ops and managers, work with returning corporate employee and benching programs
  • Manages the visa sponsorship program.
  • Work with L&D to build capacity of project and HO project management staff

Duty of Care

  • Works with Health & Safety and outside vendor and affected staff in managing and coordinating any medical and/or security evacuations or repatriation of field employees.
  • Works with global security and assists the global crisis management team when needed.
  • Coordinates DAI’s response to the special immigration visa program; researches requests, responds to inquiries, issue letters, etc.

Additional responsibilities may be assigned as business needs evolve.

Minimum Qualifications

  • Grade 11: Bachelor’s degree in Human Resources, International Business or related field and 11 years of HR generalist experience, preferably in the international development industry; or Master’s Degree and 9 years of similar experience.
  • 10 years experience working in an HR Business partner capacity
  • Experience managing HR functions for international organizations
  • Ability to communicate and work effectively in a results-oriented environment with a strong customer service and consultative orientation.
  • Well-developed interpersonal skills, negotiation, writing, speaking, and strong listening skills.

Equivalent combination or education and experience will be considered.

Preferred Qualifications

  • Understanding of U.S. laws, rules and regulations applicable to U.S. government contractors that implement foreign assistance projects.
  • Understanding of expatriate, third country national, local national workplace environments preferred.
  • Professional certification(s) preferred.
  • Experience living and working outside the United States is helpful.
  • Foreign language(s) skills helpful.
