General Minimum Requirements

The general minimum requirements for working with the OSCE are:

Excellent physical condition; Possession of a valid automobile driving license and ability to drive using manual transmission; Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure.

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

Second-level university degree in law; Significant experience in a legal profession – such as legal policy, legal advisory, practice of law, or as a judge; Knowledge of international instruments for access to justice and fair trial rights; Knowledge of civil and criminal law and procedure; Demonstrable organizational, analytical, communication and interpersonal skills.

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree in a relevant field

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

Proven ability to produce quality legal analysis; Professional fluency in the English language; Good drafting skills and the ability to tailor the reports and presentations to the needs of specific audience; Ability to operate windows applications including word processing and email; Knowledge of international and European standards and norms in relation to administration of justice and human rights; Ability to work in collaboration with partners international donors, civil society and national institutions, including the judiciary, legislators and government figures across the political spectrum.

Desirable:

Familiarity with the lessons-learned literature from recent field experience in rule of law development; Experience in the field of legal reform, including capacity-building of the judiciary, of which at least some in an international environment; Experience in policy formulation, project/programme management and legislative development in co-ordination with donors and implementing agencies; Pro-activity, creativity and resourcefulness to generate complex policy interventions involving different governmental and political stakeholders; Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Tasks and Responsibilities

Under the direct supervision of the Head of Rule of Law and Human Rights, the Senior Legal Adviser, Judicial Reform advises on rule of law reform, including further reforms in the judiciary in the broader social context. Specifically, the Senior Legal Adviser, Judicial Reform is responsible for:

Advising the Head of the Department and Mission management on priorities, policies and interventions in the area of rule of law promotion including judicial reform; Formulating and implementing strategic policies to assist the host country society, including youth and civil society, in the justice reform process; Monitoring and reporting on developments in the Serbian justice sector, as well as general developments in the field of the rule of law; Preparing analytical reports on legislation and institutional practices taking into international standards for justice and human rights; Managing the Judicial Reform Unit; supervising three national staff; Delivering speeches, briefings and presentations as tasked by Mission management; attending and representing the Unit at various events; Ensuring that the judicial reform component is synergetic with other interventions of the Mission; co-ordinating the work of the Unit with other Units/Departments; Collaborating with government officials, representatives of the judiciary, international organizations and civil society; Performing other duties as assigned.
