ITS Vice Presidency Context:

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty by 2030 and boosting shared prosperity in a sustainable manner by delivering transformative information and technologies to its staff working in over 130 client countries. ITS is one of three Vice Presidencies (VPUs) that have been brought together as the World Bank Group Integrated Services (WBGIS), to provide enhanced corporate core services and enable the institution to operate as one strategic and coordinated entity.

ITS's vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment and effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Department Context:

The Operations & Corporate (ITSOC) department in ITS continuously delivers innovative products and solutions to its clients with a global delivery mode and is seeking a Senior IT Officer Business Solutions. He/she will provide leadership for (i) technical leadership to support design, architecture and implementation related activities for ITSOC solutions and application delivery across a range of areas covering modern, cloud-based solutions (ii) supervising and coordinating ITSOC teams on the ground in the Chennai Shared Service Center.

Responsibilities:

The primary responsibilities of this position are listed below: 1.

Team Orchestration - Help organize, coordinate and foster local diverse teams.

Solution Delivery - Ensure delivery of cloud-based solutions using standard platforms based on modern agile principles.

3.

Design and Architecture - Support development and review of solution design, architecture and implementation.

Specific Activities Include:

* Serve as the local point of contact for Chennai-based ITSOC teams.

* In collaboration with the ITSOC leadership team, coordinate and develop the teams, ensuring the contribution of the Chennai teams to their respective work programs.

* Facilitate the cross-collaboration for the Chennai-based staff and contractors as needed in order to maximize the added value of the teams' work programs, ensure effective deliveries.

* Help in locally organizing the ITSOC teams based on modern agile principles, that would improve delivery within the local time zone.

* Proactively work with ITSOC management and technical leads, cultivate open communication channels to share information and address issues, communicate and implement locally decisions and initiatives, effectively managing change, as needed.

* Facilitate regular and ad hoc communication and alignment with ITSOC managers & technical leads regarding Chennai matters - collaboration, concerns, improvements, results, planning etc.

* Helping ITSOC management in recruitment efforts in Chennai and on-boarding new staff.

* Provide direction, coaching, and feedback to continually develop and maintain a highly motivated and performing team; foster learning and development strategies to maintain a professional workforce with up-to-date skills, knowledge, and experience.

* Proactively promote teamwork and collaboration within the department and across other ITS teams within the Chennai Shared Services Center, fostering efficient and effective business operations and delivery to clients.

* Build and maintain strong working relationships with business partners and local vendors.

* Model inclusive behavior and promote strong ITSOC staff engagement. Support and promote diversity and inclusion, community outreach, teambuilding and staff recognition for ITSOC Chennai staff.

* Identify synergies, foster collaboration and knowledge sharing between teams in Chennai; Create a culture of continuous improvement to drive optimal performance.

* Develop formal and informal programs for engaging with staff as a trusted resource, gathering feedback, and promoting workplace morale.

* Build talent and staff capacity through effective deployment of learning programs and promoting of career development for ITSOC staff.

* Ensure engagement with key functions and provide leadership for developing and implementing business solutions in areas such as cloud applications, Data analytics, DevSecOps, O365, D365 etc.

* Ensure alignment and partnership with software vendors, establishing strong linkages with their service and product teams to support ITSOC activities.

* Work closely with other roles including Design, Solution Architects, Quality Assurance to achieve the best outcomes.

* Adapt to competing demands, take on new responsibilities, and adjust plans to meet changing priorities.

* Maintain positive, constructive approach to problem-solving internally and during client interactions with focus on timely and accurate issue resolution.

Selection Criteria

- Master's degree with 8 years' experience or bachelor's degree with 10 years relevant experience in relevant disciple such as Computer Science, Electrical Engineering.

- Well-rounded technology experience including demonstrated ability working in an Enterprise environment, large teams, and collaborating with multiple departments to deliver projects.

- Proven experience covering the 'specific job responsibilities' outlined above.

- Broad understanding of the technology landscape, including current and new technologies

- Passion for technology with a preference for depth in digital workplace, business analytics, and cloud technologies areas.

- Strong working experience with O365 Portfolio, Azure and AWS cloud environment.

- Ability to keep up to date with Cloud offerings and solutions

- Proven experience in working across global delivery model. Prior experience leading an offshore team will be a plus.

- Experience in various development methodologies and Agile/Scrum principles. Ability to participate in multiple complex programs at the same time in an agile environment.

- Proven ability to bring together stakeholders and build collaborative alliances to deliver results in a multi-functional setting.

- Demonstrated experience of working and navigating in large and matrixed organizations with multi-layered governance structures, complex IT landscapes, and diverse client bases.

- Strong track record and demonstrated professional leadership and ability to recruit, lead, coach, and mentor people. Strong command of English with great written and oral communication skills, ability to convey complex issues.

- Experience in coordinating and developing teams - staffing, skills development, organizing and operationalize teams to deliver value.

- Proven ability to collaborate with other team members across boundaries and contribute productively to the team's work and output, demonstrating respect for different points of view. Able to use strong interpersonal and teamwork skills to cultivate effective, productive client relationships and partnerships across organizational boundaries. Work with colleagues and management in Washington, DC and Sofia time zones as necessary.
