Background:

The impact of uncontrolled proliferation and possession of Small Arms and Light Weapons (SALW), ammunition and explosives continue to constitute a major threat to public safety, social and economic development in Albania. Poorly controlled and illegal SALW, ammunition and explosives sustain criminal elements and organized crime, by enabling violence and insecurity. All of these aspects have very negative effects on security and confidence–building measures in the country and the region.

Therefore the project “Assisting the national authorities of the Republic of Albania to decrease the risk of weapon proliferation and misuse of Small Arms and Light Weapons (SALW)” aims to support the Republic of Albania’s efforts to implement OSCE commitments in the field of preventing and combating SALW proliferation, thus contributing to the national and regional security and stability. Furthermore, it will contribute to one of the main priority areas as identified by the Ministry of Interior of the Republic of Albania and the Albanian State Police by increasing the capacities of Albanian authorities in raising public awareness of the dangers of misuse and proliferation of SALW.

In this context the Project is recruiting International Expert on Awareness Raising and Communications. The expert will develop the Awareness Raising and Communications Strategy. to support the MoI and the National SALW Commission in designing coordinated, inter-institutional and comprehensive awareness-raising outreach activities, constructive engagement and dialogue with the public, in order to reduce the offer, demand and misuse of SALW.

Objective of Assignment:

The international expert will develop the Awareness Raising and Communication Strategy and its due implementation, by developing the document, advise and consult with the Working Groups to provide a final version, advice on the implementation and coordination of all visibility activities, and support its monitoring and evaluation.

The international expert will be responsible to provide a detailed Action Plan of outreach activities (both field and media/social media outreach) to raise citizen’s awareness about the legalisation of SALW, and about the dangers of using SALW in order to reduce illicit possession and the presence of SALW in the community. Pursuant to the Strategy, the Action Plan embraces various activities, such as preparing and conducting awareness-raising campaigns focused on particular groups (young men, celebratory gunfire, domestic and gender-based violence, etc.); focusing on gender-sensitive communication and introducing anti-violence activities in schools, in order to reduce violence among young people.

Tasks and Responsibilities:

Under direct supervision of the National Project Officer and in close cooperation with National Communications Officer, the expert is expected to:

Identify literature, data, resources, strategies, researches, studies and best practices in Albania and Western Balkans in the context of SALW control and SALW-related matters. Based on the available collected materials conduct an assessment and desk review to inform the development of the strategy; Provide a methodology for the consultation meetings to be used for this assignment; Based on the desk review findings and in close consultation with the working group including people from the Albanian State Police and Ministry of Interior, develop a zero draft of the Awareness Raising and Communication Strategy and a detailed plan of the outreach activities (both field activities and media outreach to be implemented), including timeline, required resources and responsible institutions for the implementation; Facilitate at least 4 consultations meetings (online and in person) with the working group and relevant stakeholders to assess and understand their needs and main priorities in the context of awareness-raising on the topic of small arms and light weapons control; Provide advice and guidance to the Working Group members in the process of localizing and adopting the already submitted Zero draft Awareness and outreach media strategy by providing written review of the draft strategy; Present the final strategy document and detailed action plan in an activity to be organised with the relevant stakeholders from Albanian authorities engaged throughout the process and OSCE representatives; Be in close communication SALW Project Implementation Team during the time of the assignment and conduct continuously and autonomously online or in person meetings with all relevant parties; Prepare a final report on Tasks accomplished, including PIT inputs and required changes;

Prepare the Zero Draft of the Communication and Awareness Raising Strategy to be delivered by 12 December 2022

First draft the Awareness Raising and Communication Strategy is provided, including, but not limited to:

key targeted audiences (considering demographic characteristics, regions of residence, occupation, etc.) considering gender balance approach; specific goals and objectives for each identified target group that the strategy and awareness campaign must pursue; communication messages for each identified target group; main message delivery methods; detailed plan and timeline of the outreach activities (field activities and media outreach) for the awareness - raising campaign; key performance indicators for the awareness – rising campaign; necessary human and financial resources to implement the Awareness Raising Campaign; evaluation and monitoring criteria to measure the key indicators set.

These deliverables will be provided by the consultant in a no more than 30 pages (single line and paragraph spacing, font 12, Times New Roman).

5.

Reflect the necessary changes and feedback received from the consolation meetings groups, Albanian Authorities, Project Implementation Team and OSCE relevant departments in Albania and Vienna by 17 January 2023

The final fine-tuned document of the Awareness Raising and Communication Strategy is shared with OSCE Presence in Albania and Vienna and with Albanian authorities.

6.

Present the final document in activity to be organised in Albania by 10 February 2023.

The meeting is facilitated and the strategy is presented to the participants. Meeting minutes are shared with Project Implementation Team.

Prepare a final report on Tasks accomplished, including PIT inputs and required changes by 15 February 2023.

Necessary Qualifications:

Advanced degree public relations, communications, marketing or related areas in social sciences field; Minimum 10 years of professional experience in development and implementation of Communications Strategies and awareness campaigns with strong social impact; Experience in development and implementation of awareness campaigns related to public safety security or policing would be consider an asset; Knowledge and familiarity with political and institutional framework of Western Balkan and/or Albania would be considered an asset; Experience in working with international organizations is an advantage; Professional fluency in the English language, both oral and written; Knowledge of Albanian language may be considered an asset

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
