This position is located within the United Nations Office of Counter-Terrorism, Special Projects and Innovation Division, Countering Terrorist Travel Section, Vienna API/PNR Team. The incumbent reports to the API/PNR Project Manager. This position will support the API/PNR project led by the United Nations Office of Counter-Terrorism (UNOCT). The project aims at building capacity of Member States to Prevent, Detect and Investigate Terrorist Offences and Related Travel by Using Advance Passenger Information (API) and Passenger Name Record (PNR) Data. The API/PNR project has four implementing partners: Office of Information and Communications Technology (OICT), Counter-Terrorism Committee Executive Directorate (CTED), the United Nations Office on Drugs and Crime (UNODC), and International Civil Aviation Organization (ICAO), International Organization for Migration (IOM), and INTERPOL. Responsibilities

Within delegated authority and depending on location, the chief Information Systems Officer may be responsible for the following duties

• Conceptualizes, develops strategy for and oversees the design and implementation of major systems initiatives; manages/oversees multiple, concurrent and often disparate tasks for projects that often involve innovative applications, dissimilar systems, as well as databases and highly complex system integration and linkages.
• Provides authoritative technical and policy advice to senior managers on systems development in a changing business environment and the implications of various alternatives, on business applications and other related issues; identifies and plans for future needs; develops and disseminates best practices.
• Leads and directs a team of information systems officers; may oversee activities for a discrete work section or equivalent; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.
• Introduces applications to government agencies and donors; manage negotiations with government agencies regarding deployment issues. Lead and maintain on-going relationships with government agencies.
• Defines an end-to-end strategy that supports the strategic and operational objectives of the applications developed for member states.
• Manages procurement, including conducting needs assessments and benchmarks, preparing bid documents and arranging contracts; supervises, coordinates and negotiates the services required to enable the management and operation of interdependent administrative, financial, human resources and other information systems.
• Develops and monitors performance measures; ensures that projects meet established time and cost parameters and standards of technical quality.
• Prepares and monitors the budget, work program, and spending plan.
• Develops innovative solutions to resolve intricate problems that impact a critical area of the organization’s work.
• Ensures the development of standards, procedures and practices to ensure a stable and effective systems environment. Competencies

• Professionalism: Knowledge of the management of ICT technical cooperation projects involving counter-terrorism, law enforcement and prevention agencies, passenger information units, financial intelligence units, regulatory bodies, etc. Knowledge and understanding of theories, concepts and approaches relevant to API/PNR issues, including on the adoption, introduction and use of API/PNR by Member States.
Knowledge of all aspects of the design, development, management and implementation of highly complex ICT systems for government agencies. Knowledge of systems design, and development, management, implementation and maintenance of complex information systems. Ability to develop and oversee large centralized or decentralized institutional systems; conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical systems matters. Knowledge of a range of computer languages and development paradigms, knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s). Ability to integrate knowledge with broader strategic, policy and operational objectives. Ability to advise senior management on complex systems development and related matters of significant importance to the institution; conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical systems matters. Ability to improve processes and approaches; demonstrates adaptability to changing priorities. Knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); strong negotiating skills and ability to influence others to reach agreement on difficult issues. Education

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, management, international business administration, or related field. A first-level university degree with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. Additional certification in computer and information systems or project management is desirable.

Work Experience

• A minimum of ten years of progressively responsible experience in managing and implementing a global information security programme is required.

• Experience in performing or supervising information security assessments is required.

• Experience in providing technical advice on the design of highly secure information technology solutions including with respect to cryptographic controls and integrated authentication solutions is desirable.

• Experience in coordinating working groups and providing policy advice and guidance on information security risk management is desirable.

• Experience in the planned deployment and operation of technical solutions is required.

• Experience with ISO27000, ITIL and CCM (Cloud Controls Matrix) frameworks is desirable. Languages

English and French are the working languages of the United Nations Secretariat. For this post fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage. Assessment
