Position Summary:

Working closely with the CR, this position is responsible for setting human resource and administrative direction for the Eswatini office; providing oversight and management to ensure the office is operationally efficient and effective. The position holder will develop a thorough understanding of the offices’ requirements regarding human resources and administration. S/he will partner with senior project leadership to identify talent gaps and address the needs of staff. With support from the CR, the Senior HR and Admin Officer will be responsible for ensuring procedures and policies are in place and are adhered to in the office.

Key Responsibilities:

Human Resources

  • Ensure that country adheres to employment standards, HR policies and FHI 360 policies and procedures
  • Support the development of personnel guidelines working closely with the country, regional and HQ HR and manage and implement personnel policies and procedures.
  • Support recruitment, selection and onboarding of all employees.
  • Maintain and prepare all personal files, ensuring that all information about each staff is up-to-date accurate and filed.
  • Prepare and disseminate internal and external vacancy publications and liaise with candidates and management at different stages of the recruitment process.
  • Initiate and follow up on reference checks, ensure that other background checks are performed.
  • Update information on all staff members and manage different types of employment contracts.
  • Support benefits administration and staff compensation for the Eswatini office.
  • Counsel and advice to staff on personal and work-related issues including providing guidance and direction to management team and employees on human resource related topics.
  • Work with staff and management to facilitate staff development and training opportunities.
  • Communicate and ensure compliance and consistency with office practices and policies and compliance with all employment related laws.
  • Perform any other related duties/ responsibilities as may be assigned.

    Administration

    • Help to oversee overall office operations specifically around office space allocations, required office improvements and to support management of resources within the office (internet, printing, connectivity to printing and Wi-Fi, software).
    • Oversee to ensure that we develop and ensure the implementation of programs that will provide efficient usage of the organization’s fleet and facilities.
    • Coordinate transport department including supervision of transport personnel
    • Oversight of company fleet maintenance to ensure roadworthiness of vehicles and adequate provision of transport support to organization needs
    • Ensure that all documentation pertaining to vehicles is safeguarded and compliance to vehicle procedures is maintained.
    • Provide support and guidance in COVID-19 operations within the office, from the operational point of view only.
    • Ensure the maintenance and tracking of inventory/stock of all office equipment, furniture and fittings, and coordination of request replacements or new supplies.
    • Management of travel coordination in accordance with FHI 360 policies and procedures
    • Facilitating efficient coordination of conferences, workshops, meetings in accordance with FHI 360 policies and procedures
    • Perform any other related duties/ responsibilities as may be assigned.

      Knowledge & Skills:

      • Broad knowledge and experience in employment law, compensation, benefits administration, organizational planning and development, employee relations, safety, training and development and office administration and capacity to apply them to FHI 360 Eswatini.
      • Must have good computer skills in Microsoft Office applications and HRIS programs.
      • Working knowledge of in-country employment regulations, e.g. Eswatini labor/employee relations statutes.
      • Familiarity with donor-funded human resources administration, recruitment, remuneration, severance, etc. regulations is required.
      • Experience with USAID is an added advantage.
      • Must be accurate and efficient, high energy, comfortable performing multifaceted projects in conjunction with day-to-day activities.
      • Strong oral and written communication skills. Superior interpersonal and coaching skills including patience and ability to work well with staff at all levels.
      • Evidence of the practice of a high level of confidentiality and excellent organization skills.
      • Demonstrated ability to successfully participate on senior management teams that provide leadership and strategic direction.
      • Excellent analytical skills and good reasoning abilities and sound judgment.

        ·Proven proactive skills in identifying cost savings, cost avoidance and efficiency opportunities.

        ·Ability to develop effective work plans and priorities to meet business objectives.

        ·Ability to manage tight deadlines and deliver high volumes of work with minimal or no supervision.

        • Superior public relations and diplomacy skills and experience.
        • Excellent critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
        • Experienced at motivating, influencing, and collaborating with others.
        • Ability to speak English and the country’s language and demonstrate sensitivity.

          Required Qualifications:

          • Human Resources degree / Social Sciences majoring in personnel management/ BCom – Human resources, or related field, with 5-7 years relevant experience with increasing responsibility in HR and operations.
          • or MA in Human Resource Management, Social Sciences or related field, with 3-5 years relevant experience with increasing responsibility in HR and operations.
          • Other relevant professional/management certifications, familiarity with donor-funded rules and regulations would be an advantage.
          • Experience of HR in the international organization is an advantage.
          • Experience must reflect the knowledge, skills and abilities listed above.
