Tetra Tech International Development Services is currently accepting expressions of interest from qualified candidates for a Senior Finance Officer position on an anticipated USAID-funded Regional Disaster Assistance Program (RDAP) in Latin America and the Caribbean (LAC). RDAP’s primary objective is to build disaster management and risk reduction capacity to improve the ability of host nations and regional entities to effectively respond to disasters, reducing the human consequences of disasters and the need for U.S. government assistance. In LAC, USAID’s Bureau for Humanitarian Assistance (BHA) office provides support to risk management programs through its regional office in San Jose, Costa Rica.

Position Description: Ensures timely, compliant provision of financial support to Program team, per Tetra Tech standard operating procedures and USAID rules and regulations to administer efficient project resource use. Oversees financial accounting system and manages property. Supervises financial assistant and Accountant. This position is based out of San Jose, Costa Rica.**

Responsibilities:

*Oversee financial management of the project;
*Ensure overall due diligence and appropriate controls in all fiscal management operations;
*Provide financial control and oversight of regional operations;
*Direct all aspects of the project financial accounting system, including managing cash flow, tracking expenditures relevant to operating budget, and preparing and reconciling monthly financial reports;
*Assist in preparing budget projections, using the operational budget;
*Monitor and assure replenishment of cash in bank accounts;
*Monitor project financial situation and report regularly to Project Manager, COP and Tetra Tech ARD Home Office on financial status;
*Ensure that monthly financial statements and management information are prepared and submitted on time;
*Develop appropriate and relevant documentation for and supervise the proper implementation of all financial and administrative policies and procedures.​

Qualifications: *MA degree preferred or BA degree in finance, accounting, business administration, economics, development, or similar field.
*Minimum of two years’ experience with a MA or four years with a BA in a similar position working on a USAID-funded program or in a similar position with an NGO or international organization. Knowledge of USAID rules and regulations strongly desired.
*Experience working in QuickBooks accounting software.
*Must have the ability to work effectively in fast-paced, stressful environment
*Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues
*Willingness to travel to other project sites in the region.
*Flexible, willing to perform other duties to help accomplish project goals, and complete tasks on a timely basis.
* Spanish fluency and strong working written and speaking facility in English preferred;
* Candidates must be able to legally work in Costa Rica.
