The Senior Finance Assistant is normally supervised by a more senior finance colleague who defines work objectives and provides regular advice and guidance. The incumbent also refers to UNHCR Manuals and relevant policy papers on financial issues.
The incumbent assists with the processing of financial transactions. S/he keeps frequent contact with staff at various levels in the office and with bank officials to exchange information.
Nature of the Position
Under the supervision of the Administrative Associate, the Snr. Finance Assistant (CBI) will be supporting the Finance and CBI units on the management of the relation with the Financial Service Provider for the Cash-Based Intervention Programme. Substantial finance experience, including accounting and treasury, and excellent knowledge of Enterprise Resource Planning systems in Finance/Supply Chain module is needed. The incumbent needs to oversee the administration of the top-up of pre-paid cards for UNHCR's Persons of Concern (PoCs) and use monitoring tools to ensure internal control and accurate cash disbursements to PoCs.
The Snr. Finance Assistant (CBI) implements Cash-Based Intervention Standard Operating Procedures and UNHCR's Financial Management Manual. S/he ensures integrity, transparency, fairness, and professionalism in all Finance matters and Costa Rica operation processes.
A seasoned finance professional with maturity, excellent knowledge of the financial rules and regulations, coupled with excellent communication, attention to detail, and analytical thinking, is thus required. The incumbent must have good interpersonal skills.
Living and Working Conditions
Costa Rica is a country with a longstanding commitment to human rights. It has been a model in the region on refugee protection and integration schemes and is a leader in seeking to end statelessness. In the past four years, Costa Rica has become an asylum country for refugees from the main displacement situations in the Americas (Colombia, northern Central America and Venezuela), and a transit one for persons in mixed-migration movements from other continents. As of September 2019, Costa Rica hosted over 72,000 asylum seekers, refugees and other persons of concern.
In the aftermath of socio-political unrest and violence in Nicaragua in April 2018, Costa Rica became the main reception country for an unprecedented number of Nicaraguan refugees. Current arrival trends indicate that by the end of 2021, there could be as many as 106,655 Nicaraguan asylum seekers in the country.
UNHCR key activities involve registration, border monitoring, community-based protection to identify particularly vulnerable individuals, case management, counseling, livelihoods and peaceful coexistence projects through its partners and directly. A Cash-Based Intervention response has been started in October 2019 and is being developed to reduce vulnerabilities and fill basic assistance gaps. This initiative relies heavily on the direct support of Programme, Admin/Finance and Procurement for its implementation.
