Project Description

The purpose of the anticipated USAID Georgia Educating the Future Program is to strengthen the quality and equality of the basic education system in Georgia. The activity will support the Government of Georgia (GoG) in enhancing the quality of pre-service teacher education programs; building the capacity of school administrators as instructional leaders; and strengthening the implementation of decentralization policies with a specific focus on refining the roles and responsibilities of Educational Resource Centers (ERCs) and improving their capacity to support schools. The activity will work towards the following three objectives:

  1. Objective 1: Enhance the quality and inclusiveness of pre-service teacher education programs
  2. Objective 2: Improve school governance
  3. Objective 3: Support the decentralization of the basic education system

    The anticipated program will be based in Tbilisi, Georgia.

    Position Description

    RTI’s International Education Division is seeking a Senior Finance and Administration Manager for the upcoming USAID Georgia Educating the Future Program. The Senior Finance and Administration Manager will be responsible for all project financial, operational, administrative, and HR functions. They will be responsible for the financial performance of the project and for preparing forecasts and reports for USAID and the RTI home office.

    Your primary responsibilities will include but not be limited to:

    • Oversee finance and administration, human resources, information technology (IT), procurement, and logistics, ensuring operational activities are effectively implemented in support of technical efforts.
    • Ensure the timely and quality reporting of all program operations and financial deliverables in accordance with USAID guidelines. Work closely with the Monitoring, Evaluation, & Learning team, technical teams, and RTI home office counterparts to ensure that financial reporting deliverables are high quality and submitted to USAID on time.
    • Coordinate and consolidate the projection of monthly, quarterly, and annual expenditures and prepare pipeline estimates for the project.
    • Ensure project implementation progress aligns with budget spending and general cost reasonability; alert management team to necessary contractual or management actions based on that review.
    • Track cost share performance and lead initiatives in ensuring achievement of cost share targets.
    • Provide high level oversight of grants management.
    • Directly manage operational team members, ensuring appropriate performance and addressing gaps as needed.
    • Assist in the identification, recruitment, and management of consultants and subcontractors; perform the actions necessary to initiate appropriate contractual mechanisms.
    • Provide leadership and support during project start-up and close-out with regards to setting up the project office, bank account, operations and logistics, staff administration, etc.

      Required Skills and Qualifications:

      • Bachelor's Degree and 12 years of experience, Master's degree and 10 years of experience, PhD and 6 years of experience, or equivalent combination of education and experience.
      • Minimum of 10 years of experience in financial and operational management of international-donor-funded projects; experience managing USAID-funded programs preferred.
      • Experience in grants/subcontract management is highly preferred.
      • Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management, and procurement, among other management support areas/functions, as required.
      • Familiarity with USG Cost Accounting Standards; Extensive knowledge of computerized accounting systems, accounting software and Microsoft Office.
      • Possess excellent organizational and analytical skills.
      • Excellent oral and written communication skills in English and Georgian.
