General Background

The United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country.

The humanitarian crisis and the health emergency in the Tarapacá Region has increased, thus requiring the permanent presence of UNHCR in the region and thus provide a coordinated response with the other actors.

The Snr Field Assistant is supervised by the Head of Field Unit and performs a variety of functions related to Field activities within the office. The supervisor defines work processes and provides regular advice and guidance.

Purpose and Scope of Assignment

Â' Assist in monitoring the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.

Â' Strengthen the coordination and humanitarian response of UNHCR and partners in the region, through: Â' Periodic coordination with partners in the region.

Â' Periodic visits to the border, the Loa and other territories with the presence of PoC's.

Â' Presence of UNHCR in the Tarapacá Region on a permanent basis, in order to strengthen coordination with key actors.

Â' Update the needs in terms of temporary accommodation, food, documentation, immigration information and/ or access to the refugee status process, among others.

Â' Strengthen the humanitarian response for people who enter irregularly through the delivery of hygiene kits and / or food, vouchers, CBI, among other modalities to be analysed.

Â' Training for local officials and actors, as required on issues related to UNHCR's mandate.

Â' Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.

Â' Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries.

Â' Collect data and other information relevant to UNHCR and report to the supervisor accordingly.

Â' Keep regular contacts with local authorities and implementing partners as requested by supervisor.

Â' In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.

Â' Ensure the timely and adequate delivery of information to the PoC in Support Spaces, partners, and in the field.

Â' Strengthen and follow up on the Solidarity Cities initiative, shared with the Municipalities of Iquique, Huara and Colchane.

Â' Follow up, on a regular basis, the overall situation of persons of concern in camps and other areas where they have been accommodated and report accordingly.

Â' Undertake other relevant duties as required.

Â' Liaise with local authority counterparts, partners and populations of concern.

Â' Direct incidents and problems to the supervisor when they cannot be resolved at their level.

Qualifications and Experience

Education and Work Experience

2 years relevant experience with High School Diploma; or 1-year relevant work experience with Bachelor or equivalent or higher in Business Administration, Law, Political Science or related field.

Other Qualifications

Â' Excellent Spanish and English knowledge

Â' Computer skills (in MS office) including advanced Excel skills

Â' Nationality: Chilean or Temporary or permanent Labour VISA with residence in Chile

Desirable

Â' Knowledge of another UN language is an asset.

Â' Completion of UNHCR learning programmes or specific training relevant to functions of the position.

Â' Previous field experience.

Â' Experience working with civil society and/or community-based organizations

Â' Good communication and analytical skills

Â' Previous experience in capacity building of a wide range of stakeholders

Â' Previous experience on human rights and/or refugee protection
