Result of Service

The consultancy consists of the following products being these enunciative:

Output 1: Technical document containing the work plan for the implementation of tactical urbanism actions in the TIU defined by the project in the cities of Santo Domingo, Cucuta, Pana-ma City and Chaguanas. The work plan shall include at least:
• Programming of two (2) tactical urbanism actions per Territorial Intervention Unit. In total, 12 tactical urbanism actions will be planned over a 12-month period.
• The implementation plan will be divided into two implementation periods, the first period until December 31st of 2022, and the second period until the 15th of June of 2023.

¿ Output 2: Document containing methodology for the implementation of tactical urbanism actions. This document will include at least:
• Methodology or methodological guidelines for collective construction with community of actions of tactical urbanism.
• Methodology for the development of participatory spaces and citizen dialogue (with the participation of local authorities) during the process of collective construction of tactical urbanism actions in the TIU defined by the project.
• Methodology or methodological guidelines for the conceptual structuring of the actions of tactical urbanism of collective construction with the community.
• Methodology or methodological guidelines for the implementation with com-munity of actions of tactical urbanism, where the spotlight is provided to the beneficiary community.
• Definition of estimated logistical requirements for the implementation of different types of tactical urban actions.

¿ Output 3: Document with the structuring of the communications strategy of tactical urbanism actions, considering the impact and expectation that the tactical urbanism actions will generate at community level, as well as the articulation with local government and territorial entities.

¿ Output 4: Document containing the report of the implementation of tactical urbanism actions in the first period of the implementing partner's action, until December 31st of 2022. This report shall contain:

• Technical structuring of at least 6 tactical urbanism actions, one action for each ITU defined, detailing for each activity of tactical urbanism: activities developed with community, developed urban-architectural activities, and resources implemented.
Note: The implementing partner must implement at least one tactical urban action per city considering the principles of natural-based solutions.
• Support alliances generated for the implementation of at least 6 tactical urbanism actions with civil society organizations, community, public sector entities, the private sector and international cooperation organizations.
• Acts of collective construction sessions developed for the definition and implementation of tactical urbanism actions.
• In at least 6 actions of tactical urbanism, support the linkage of at least 20 young people (for each action of tactical urbanism).
• Systematization of the process of implementation of at least 13 actions of tacti-cal urbanism, one action for each ITU defined, detailing for each action of tactical ur-banism: name of action, city, TIU, general objective, specific objective, initial prob-lem identified, expected results, beneficiaries raised, challenges and opportunities during implementation, related actors, strategies raised, fulfillment of objectives and results , impacted beneficiaries, consolidated partnerships with actors, challenges en-countered during implementation, opportunities encountered during implementation.

¿ Output 5: Document containing the report of the implementation of tactical urbanism actions in the first period of the implementing partner's action, from January 1st of 2022, until the moment of the finalization of the contract. This report shall contain:
• Technical structuring of the remaining tactical urbanism actions, an action for each ITU defined, detailing for each activity of tactical urbanism: activities with de-veloped community, developed urban-architectural activities and resources imple-mented.
Note: The implementing partner must implement at least one tactical urban action per city considering the principles of natural-based solutions.
• Documentary support of the support alliances generated for the implementation of tactical urbanism actions with civil society organizations, community, public sec-tor entities, the private sector and international cooperation bodies.
• Minutes of collective construction sessions developed for the definition and im-plementation of tactical urbanism actions.
• Documentary support of the linkage of at least 20 young people (for each action of tactical urbanism) of refugee, migrant, and host communities in the actions of tac-tical urbanism.
• Systematization of the process of implementation of at least 13 actions of tactical urbanism, one action for each ITU defined, detailing for each action of tactical urbanism: name of action, city, TIU, general objective, specific objective, initial problem identified, expected results, beneficiaries raised, challenges and opportunities during implementation, related actors, strategies raised, fulfillment of objectives and results , impacted beneficiaries, consolidated partnerships with actors, challeng-es encountered during implementation, opportunities encountered during implementation. 10-month with the possibility of extension Duties and Responsibilities

a.) Responsibilities related to the implementation of the “Inclusive Cities, Communities of Solidarity” project:

1. Generate the necessary technical inputs and support the coordination of the activities and expected results in territory corresponding to the implementation of the project.
2. Facilitate the proper compliance with the work schedule agreed with the Andean Countries HUB.
3. Prepare reports of technical advances of Outputs to the Andean Countries HUB, if requested.
4. Attend committees and working meetings that are convocated and delegated to the consultant by the Project Coordinator for proper monitoring and reporting.
5. Provide information to UN-Habitat regarding any impacts that the consulting execution process may have.
6. Accompany and provide technical assistance for the identification and implementation of joint actions within the project, specially in the tactical urbanism component.
7. Provide inputs for the systematization of processes carried out and exchange of successful practices and experiences with other HUBs in the region, with headquarters units, counterparties and with whom the UN-Habitat HUB Coordinator appoints for the Andean Countries.
8. Support in the assembly and organization of workshops with the theme of tactical urbanism direct to the effective integration of refugee and migrant populations.
9. Facilitate articulation spaces between the “Inclusive Cities, Communities of Solidarity” and different local actors in the cities of cities of Santo Domingo, Cucuta, Panama City, and Chaguanas, in order to promote joint work and share good practices related to the integration of refugees and migrants.
10. Coordinate the socialization of the outputs of the consultancy in different entities of the national and international order to obtain resources for the development of the project.
11. Support the construction and analysis of information from the community participation work-shops of the Inclusive Cities project.
12. Support other activities requested by mutual agreement with the HUB Coordinator and the Program Specialist, within the framework of this consultancy and without prejudice to the consultation of their responsibilities.
13. Submit to the HUB Coordinator and the Program Specialist the intermediate and final results of the consultancy for review and approval.

b.) Information and validation:
• The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle.

c.) Approval:
• The consultant will be responsible for supporting compliance with project approval processes, as well as monitoring the development and implementation of programs and projects.

d.) Knowledge Management:

1. The consultant must know the processes, procedures, and standards of the organization, to ensure an adequate quality of the activities described above according to the standards of the organization.
2. Propose formats and procedures that allow the efficient implementation of the Agency's projects.
3. The consultant must know the file system of the projects and ensure their proper maintenance, accessibility for all officials and the proper updating.
4. Design methodologies for the systematization of good practices and knowledge, related to the implementation of the projects and cooperation activities of the UN-Habitat Colombia Office.

e.) Others:

1. Follow and develop the guidance of the Project Coordinator and must obtain validation of his activities in the full project cycle.
2. Participate, upon request, in interagency groups of the United Nations System, project meetings, official missions and/or events related to the project.
3. Support the identification of project opportunities found in the UN-Habitat Cooperation Framework in the territory.
4. Support other activities requested and by mutual agreement with the Project Coordinator within the framework of this consultancy and without prejudice to the achievement of its responsibilities.
5. Provide inputs for the development of technical and economic proposals related to the formulation of new projects, as well as the implementation of existing ones, specifically with the drafting of conceptual notes, project documents, implementation plans, budgets, terms of reference, memorandums of understanding, agreements and other cooperation mechanisms defined by the UN-Habitat Coordinator
6. The consultant will participate in work and follow-up meetings, both with other consultants, as well as with the Coordinator and team of the Andean Countries HUB of UN-Habitat and with the staff of the projects. Qualifications/special skills

For the above, the consultant or consultant must share the information in the office's online repository.

Courses, training, security
• The consultant will be responsible for completing all courses or trainings indicated to him/her by UN-Habitat HUB Coordinator. It is mandatory to accredit during the first month of hiring, the UNDSS Basic Security in the Field (BSITF) security course and the I Know Gender: An Introduction to Gender Equality for UN WOMEN staff course.
• The consultant will be responsible for their security, so he/she should familiarize his/herself with United Nations security mechanisms in accordance with the Framework of Accountability for the United Nations Security Management System.
Academic Qualifications: Advanced degree in areas related to Architecture, Urban Planning, Sustainable Development, Public Finances, Project Management, Social Inclusion, International Cooperation, and other related social sciences. A first degree in the areas of Urban Management, Architecture, Social Sciences, Economics, So-ciology, Law, Political Science, and other related areas with an additional four (4) years of specific expe-rience relevant to the position would be accepted in lieu of the advanced degree.
Experience: Minimum six (6) years of work experience, being two (2) years of general experience and (3) years of specific experience in areas such as: Project Management, Urban Projects, Public Management, Urban Management, Social Inclusion, and Integration, or related.
Language: Fluency in Spanish and English is required
