The Senior Director, Health at PCI is responsible for leading and growing PCI’s work and reputation in the global health sector including programming in reproductive, maternal, newborn and child health, and nutrition (RMNCH+N); HIV and other infectious diseases; selected neglected tropical diseases; selected non-communicable diseases; and health systems strengthening. S/he will manage PCI’s Health Team and will be a member of PCI’s Technical Leadership and Support Team (TLST). In this capacity, s/he will work closely with the VP for Technical Leadership and Support and the other technical directors (Humanitarian Assistance and Resilience; Food, Nutrition and Livelihoods Security; and Gender Equality and the Empowerment of Women and Girls) to ensure the technical and programmatic strength and impact of PCI’s global and country-level investments. This position will provide technical support for the effective use of several key cross cutting strategies designed to improve health and nutrition outcomes, including social mobilization, social and behavior change, and health systems strengthening with a focus on community health systems.
As a member of the TLST, the Senior Director, Health is accountable for expanding quality health and nutrition programming within PCI’s integrated development framework consistent with PCI’s mission and strategic priorities.
While PCI anticipates filling this position as soon as possible, it is likely that the current pandemic will impact the hiring process and create delays.
Key Duties & Responsibilities:
Team Management and Leadership
The Senior Director, Health will work with other teams at PCI including (but not limited to) the Regional and Country Directors, the Program Leadership Team (PLT), and the Resource Development Teams. Specifically, the Sr Director will:
- Lead PCI’s Health Team with a focus on resource development, strategic planning, direction-setting, prioritization of organizational resource investments, positioning of PCI as a leader in health programming;
- Provide supportive supervision and mentoring to the Health Team, including identifying opportunities for their professional growth;
- Focus on building networks creating strategic alliances/partnerships, in support of robust health program growth and related research and thought leadership; and
- Create a roster of consultants upon whom PCI can call for technical assistance and surge capacity.
Program Quality
- Strengthen the capacity of field programs to understand and implement programs in support of the organization’s Health Strategy and according to PCI’s definition of technical excellence;
- Ensure that technical assistance is provided to PCI field and International Office (IO) staff as necessary, and provide technical assistance in the Director’s technical area(s) of expertise;
In collaboration with the Monitoring, Evaluation, Research and Learning (MERL) team, lead the development of PCI’s research agenda in health partnering with think tanks, health research bodies, universities and the USG (e.g. USAID, PEPFAR, CDC, etc.) as appropriate;
Support / lead (as appropriate) the design of bilateral and global health projects to ensure the strategic and technical integrity of PCI’s health investments;
Lead / guide the successful integration of health as a priority across other PCI technical areas (as relevant);
In partnership with country teams, ensure that PCI’s health programs are evidence-based, state-of-the-art and culturally relevant to the communities they serve;
Work with the relevant stakeholders within PCI to troubleshoot implementation challenges and to identify solutions;
Work with the Monitoring, Evaluation Research and Learning Team to ensure the identification, capture and sharing of relevant lessons learned and promising practices in health to ensure PCI’s technical integrity and to improve program performance;
Support the management and implementation of select PCI health projects by facilitating and ensuring health team engagement and co-leading relevant Project Support Teams (PSTs) (as needed); and
Advance PCI’s innovation agenda in health programming by developing, identifying and bringing innovative approaches to PCI’s health and related program implementation, documentation and learning.
Positioning and New Business Development
- Lead the Health Team to identify, pursue, and secure new health-related growth opportunities both with existing donors, and new and non-traditional donors and investors, including the private sector;
- Represent PCI in appropriate DC networks and to PCI’s key donors, including USAID, the Office of the Global AIDS Coordinator (OGAC)/PEPFAR, the Centers for Disease Control and Prevention (CDC), the US Department of Defense (DOD) and any private sector or foundation partners such as the Bill and Melinda Gates Foundation;
- Drive the growth of PCI’s health portfolio through identifying, pursuing and securing opportunities for program development and growth in the area of health and nutrition;
- Inform, influence, and shape major programmatic solicitations (RFAs, RFPs, etc.) in Washington, DC and at USAID Missions, using PCI’s best practices, lessons learned, etc.;
- Lead the development, writing and/or technical review of major health-related proposals, as well as act as lead writer/reviewer of health-related sections of integrated proposals;
- Diversify PCI’s donor/investor base by developing partnerships that lead to funding from the private/corporate sector, foundations, bilateral and multilateral donors;
- Represent PCI to key health donors, both private and US Government (USG);
- Lead thought leadership efforts in the area of health and nutrition;
- Engage in health-related public policy dialogue that informs and shapes policy decisions of the USG and other bilateral and multilateral agencies;
- Represent PCI in national, regional and global health leadership, advocacy, policy forums in collaboration with other Health Team members;
- Serve as reviewer and/or lead writer for program reports, reference materials, technical guides, capacity statements, marketing materials, and publications;
- Ensure that PCI’s health programming is well represented via social media, conferences, roundtables, publications and other avenues;
Provide leadership and guidance to increase PCI visibility in the area of health and nutrition through presentations at major conferences, publications and networking; and
Lead capacity building of PCI staff (especially field staff) in positioning country offices to be better informed and prepared for funding solicitations and leadership opportunities in global health and nutrition.
Position Parameters/Special Responsibilities Required
Domestic and international travel up to 30% time;
Successful engagement across PCI at IO and country level to advance PCI’s mission and mandate across stated technical areas; and
Leadership and engagement in PCI’s innovation and other strategic initiatives.
Required Qualifications:**
- MPH, Medical Degree or equivalent advanced degree and a minimum of 12+ years of relevant professional experience;
- Reputation as an experienced, credible and strategic leader within the international global health field, in one or (ideally) more of the following fields: health systems strengthening / community health systems strengthening; HIV/AIDS and infectious disease, RMNCH+N, neglected tropical diseases, and non-communicable diseases;
- Background in social mobilization or social and behavior change for health and nutrition outcomes;
- Background in cross-cutting technical areas such as community engagement/mobilization, social and behavior change, local capacity strengthening, etc. within the health field;
- Minimum of 12 years of progressive technical and field-based programmatic experience, with an emphasis on health programming within an international development organization; minimum of 6 years in a technical leadership role;
- Development philosophy in keeping with PCI’s mission, vision, core values and approach to integrated, community-driven programming;
- Proven track record in securing significant multi-year program funding from a variety of funders, both private and USG, including program design, proposal writing, networking, partnership cultivation, and marketing, as well as proven experience in developing inter-institutional linkages;
- Experience working and networking with international donors, such as USAID, other bilateral development agencies, multi-lateral development banks, United Nations agencies, foundations, and corporate philanthropies, particularly in the global health sector;
- Understanding of the international institutional infrastructure related to health;
- Demonstrated commitment to MERL and the use of data for decision-making to guide project design and for course correction;
- Exceptional technical writing and editing skills required, with experience in publishing in refereed journals desired;
- Exceptional communication and representational skills, including oral, written, and public speaking in English;
- Experience leading multi-lingual, multi-cultural teams;
- Excellent capacity building, team building/management, and coordination skills;
- Proven capacity to innovate and inspire innovation in colleagues;
- Ability to effectively manage many competing priorities while maintaining a rationale management approach and positive relationships with colleagues;
- Comprehensive understanding of ongoing international development issues related to the health field;
- Experience living and working in the developing world; and
- Fluency in English (verbal and written); prefer proficiency in one other language such as Spanish or French.
