The position is assigned in the Office of the Director General (CSOD), within the Corporate Services Department (CSD).

CSD manages the building, facilities and delivers over 70 diverse corporate services essential for ADB's operation. It provides administrative support to ADB Management and staff and delivers quality products and services at an affordable cost. The office is headed by the Director General and supported by Division Directors who manage the respective business units.

CSOD comprises teams responsible for planning and preparing the department work program, budget, human resource management, IT and internal communications, the resident mission support team, including real estate and property management for the country offices (also referred as field offices).

Job Purpose

The Senior Corporate Services Assistant will provide support to a range of operational support related to the human resources function of the department, particularly in personnel administration, training and development, and logistical support to CSD departmental programs and events. The incumbent will report to the designated International Staff and National Staff.

Responsibilities

Provides support to the human resources administration of the department in terms of personnel recruitment, resignations, retirements, and temporary replacements; monitors status of vacant positions; and ensures organizational charts of divisions are updated. Provides support in the administration of the annual promotion exercises by preparing related documentation; assists in reviewing job descriptions, recommendations for promotions, transfers, and appointments; and consolidates submission of write-ups from contributors. Assists in consolidating relevant information pertaining to CSD staffing complement and workforce analysis. Coordinates with the Strategic Workforce Unit (SWU), liaises with business units, and ensures information are submitted within the given timeline. Assists in monitoring timely submission of workplans and performance reviews: (i) after first six months, (ii) end of one-year probationary period, and (iii) end of fixed-term appointment. Coordinates other related personnel actions and assists in preparing write-ups, as may be required. Contributes to the identification of technical training programs that support the CSD overall strategy, and coordinates closely with the Culture and Talent Division (BPCT) in customizing training programs for CSD staff. Monitors the learning and development needs of the department and prepares a summary report of external trainings, budget utilization, and submission of post-training evaluation of CSD staff. Provides support and assistance in the delivery of the CSD departmental retreat and other events including preparation of program requirements/materials, and facilitating logistical arrangements, such as food and beverage arrangements, venue lay-out, audiovisual and IT support, and other event related requirements. Provides support in the implementation of the Division and Departmental Rewards and Recognition Program, assists in monitoring budget utilization, and ensures liquidation reports are submitted within the timeline. Conducts background research and information gathering on projects/proposals undertaken by various units. Contributes to the development, maintenance, and delivery of departmental surveys and assists in preparing analysis, statistical reports, and action plans. Performs other duties that may be assigned as reflected in the incumbent’s work plan.

Qualifications

Relevant Experience & Requirements

• Bachelor's Degree preferably major in Human Resources Management, Psychology, or other related fields.
• At least 5 years relevant work experience, preferably in human resources management
• Thorough Knowledge and understanding of policies, guidelines and procedures related to the area of personnel administration and administrative services operations is an advantage.
• Knowledgeable in the use of relevant computer-based programs and applications.
• Good coordination, interpersonal, and diplomatic skills.
• Ability to work collaboratively with teams as a constructive team member.
• Ability to work with individuals from different cultural/national backgrounds.
• Excellent written and verbal communication skills in English.

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
