OBJECTIVES OF THE PROGRAMME

WHO GSC, Malaysia, provides specialized services to all staff and all WHO offices worldwide and Partner Entities in respect of human resources, procurement, finance and support of corporate IT applications and infrastructure. The aim of the GSC is to provide the swift and reliable delivery of a comprehensive array of products and services covering all these fields. The Compliance Unit (COR) is instrumental in monitoring, ensuring and improving operational alignment with organizational policies and administrative processes for delivery of programmes' activities, products and services.

DESCRIPTION OF DUTIES

Under the strategic direction and guidance of the Director, GSC, the Senior Compliance Officer will manage and coordinate the work of the GSC Compliance Unit (COR) and act as the main focal point for all compliance related issues. The Senior Compliance Officer will collaborate with WHO headquarters related structures in the area of compliance work and support functional areas in providing high-quality advice on audit and compliance issues. In particular, the incumbent will have regular contacts with Headquarters (HQ) functional units and departments, Office of Compliance, Risk Management and Ethics (CRE), Office of the Legal Counsel (LEG), Office of Internal Oversight Services (IOS) and regional offices (ROs).

The incumbent will perform the following duties in collaboration with organizational entities (e.g. Headquarters (HQ) functional units and departments, Office of Compliance, Risk Management and Ethics (CRE), Office of the Legal Counsel (LEG), Office of Internal Oversight Services (IOS) and regional offices (ROs)):

• Lead, manage and oversee the Compliance Unit staff, ensuring that consistent high quality professional compliance services are delivered to the Organization in a results-driven, client service-oriented and cost-effective manner.

• Oversee the preparation and implementation of the annual work plan and scope of the Compliance Unit as defined by Assistant Director General (ADG) of Business Operations (BOS)and Director of Global Service Centre (GSC) to ensure work priorities and objectives, considering the most effective use of resources.

• Ensure compliance with WHO rules, regulations and procedures through review of activities which may cover functional areas such as human resource, finance, procurement and logistics, travel, to ascertain that available resources are optimally and appropriately used; and to enhance donor confidence in the Organization.

• In cooperation with functional areas,

- Evaluate business processes and procedures to assess compliance risk and controls

- Proactively assess processes, practices and documents to identify weaknesses

- Monitor the performance of internal controls, and periodically undertakes random reviews of transactions to ensure their compliance with the relevant rules and regulations.

• Assist senior management in identifying non-compliance trends and propose procedures for compliance, develop appropriate tools to systematically record, measure, monitor and report on a wide range of risk areas of non-compliance, facilitate securing of internal support to address identified areas of non-compliance, maintain compliance dashboards in line with global compliance programs.

• In coordination with HQ and ROs, identify internal constraints which undermine transactional compliance, and propose corrective measures, review the current approaches available on assessing, measuring, and mitigating compliance-related risks.

• Follow up on open internal and external audit reports relevant to GSC COR. Assist GSC Director's Office and functional units to implement internal and external audit recommendations.

• Educate and train employees on compliance issues and provide advice.

• Act as the primary GSC point of contact on all matters relating to the oversight bodies. Oversee the findings and recommendations of the oversight bodies to identify material weaknesses and reportable conditions.

• Develop (or participate in the development of) training tools on compliance and risk management relevant to different audiences. Conduct outreach and training activities.

• Promote a culture of accountability and compliance - raise staff awareness on the importance of compliance.

• Perform other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential:

- Advanced level university degree in Business Administration, Public Administration, Finance, Law, Economics or related field.
Desirable:

- Certification in auditing such as certified Auditor, CA or CPA.

- Certification in compliance, such as Compliance Association or Certified Compliance & Ethics Professional.

- Anti-fraud certification such as Certified Fraud Examiner (CFE).

 

Experience

Essential:

- At least 10 years of combined relevant experience at the national and international levels in large, complex organizations, in the area of management, compliance and/or oversight.

- Proven experience as a Compliance Officer or Compliance Manager, internal or external auditor.

- At least 5 years of recent managerial/supervisory experience.
Desirable:

- Knowledge/working experience with WHO or UN Agencies would be an asset.

- Demonstrated, recent experience in designing, policy development and implementing risk management and internal control frameworks is a significant advantage.

- Proven experience in various functional areas such as inter alia procurement, human resources, warehousing and logistics, finance, programme and budgeting, risk management and security is desirable.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3483 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
