The 2016 Climate Change Action Plan of the WBG seeks to ensure that all activities of the Bank Group are contributing to a lower carbon, more resilient pathway of development. The Climate Change Action Plan expresses the urgency of dealing with climate change to secure an end to poverty and greater shared prosperity. It has called for focus and discipline in getting prices right, finance flowing and working where it matters most to have the greatest impact on emissions reduction and supporting the most vulnerable in their resilience.

REGIONAL CONTEXT: SOUTH ASIA

The South Asia Region (SAR) has the largest concentration of poor people of any region, home to 2 billion people, with over 1 billion living under $2/day. The South Asia Region (SAR) strategy is based on three pillars promoting growth, enhancing social inclusion, and strengthening climate/environment.

South Asia is home to some of the world's countries most vulnerable to climate change and disasters. In the past decade alone, nearly 700 million people-- half of the Region's population-- were affected by one or more climate-related disasters. Now, changing weather patterns are expected to impact directly over 800 million people by 2050 and will continue to burden South Asian countries' economies. Between 2000 and 2017, disasters caused by natural hazards in the Region caused damages worth $149.27 billion. World Bank estimates suggest that climate change could bring 62 million people below the extreme poverty line in the SAR by 2030.

The South Asia Climate Change and Disaster Risk Management Unit (SSACD) is a highly decentralized team of about 35 technical professionals. SSACD, in cooperation with other GPs and CMUs, leads on the design of transformative climate action for SAR. On mitigation, the priority areas include urban (smart cities and mass transit systems), energy (scale-up of solar and wind, hydropower development, and electricity transmission), and transport (modal shift from road transport to railways and waterways). On adaptation, the priority area with the highest indicative financing needs is DRM/urban/environment, with activities on flood management, coastal management and resilience, and forest management.

The unit is leading the effort to finalize and then implement the SAR Climate Change Action Plan that will demonstrate and support robust and transformative climate action by SAR countries in the lead-up to the Glasgow Climate Conference of the Parties (CoP) in November 2021 and beyond. SSACD is the responsible unit for supporting SAR teams in achieving the climate co-benefits (CCB) targets, which are counted as the portion of project financing that delivers either mitigation or adaptation benefits to project beneficiaries.

SSACD seeks a highly qualified Senior Climate Change Specialist to provide analytical and operational support in the context of SSACD business-lines.

Job Duties and Responsibilities:

  • Provide intellectual guidance on cutting-edge economic research and flagship reports, including contributing towards economic analysis of long-term decarbonization, climate policy packages, and/or financial implications, to support India in achieving sustainable and resilient development.
  • Manage cooperation with relevant Global Practices (GPs) across the WBG and external experts to develop tools and methods to design short- and long-term mitigation strategies for sectors (including through fiscal policies and cross-sectoral strategies geared towards effective climate action) or to support adaptation and resilience plans and strategy.
  • Work with relevant GPs and external experts to embed climate considerations into the WBG's country engagement in India, including through the SCD, CPF, other economic analyses conducted by WBG, or through the preparation of guidance notes to support teams.
  • Support project teams on a case-by-case basis to ensure that the research developed within and outside the WBG is applied operationally and to learn from the piloting and implementation.
  • Identify and develop new synergies and partnerships, and deepen existing engagements across teams in the GPs, Regions and externally, for ambitious climate action in India;
  • Mentor younger team members in Delhi and provide intellectual and technical guidance to other specialists leading analytic studies.
  • Lead and participate in policy and/or investment operations in relevant sectors.
  • Develop and contribute to complex analytical programs and knowledge products on cutting-edge areas of climate change, liaising closely with CCG and GP colleagues;
  • Advise internal and external clients on cutting-edge knowledge, innovations, trends and approaches to climate mitigation, broader sector reform policies, dialog and technical assistance;
  • Develop and maintain close relationships with public and private stakeholders, support policy dialogue and keep abreast of developments in the climate change space.

Selection Criteria

  • PhD or Masters in economics or econometrics, development, environment or energy economics, or an equivalently relevant discipline, and at least 8 years of professional experience (at least 5 years with a PhD)
  • A track record of policy relevant analytical work, demonstrated by publications and experience with policy dialogue.
  • Deep knowledge on the economics of climate change (and/or energy economics, development economics or urban economics); long-term climate change mitigation scenarios (e.g., IPCC SSP/RCP modeling, 2050 Pathways).
  • Experience in using large scenario databases and methodologies (e.g., robust decision-making, scenario elicitation techniques) are a plus.
  • Strong communication skills, including the ability to write quickly and concisely on a variety of topics in a well-structured manner.
  • Excellent command of the English language, both written and spoken.
  • Native fluency (written and spoken) in at least one Indian official language other than English is required.
