CHAI began working in Cambodia in 2005 to help the government reduce HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The office has grown rapidly since its inception to managing multiple projects with steady growth. CHAI is also supporting the Ministry of Health to introduce treatment for hepatitis and scale up a short-course preventative therapy for tuberculosis (TB) and to eliminate malaria and address multi-drug resistance. We are working closely with the National Center for Parasitology, Entomology, and Malaria Control (CNM) at the central level and subnational level to develop robust surveillance systems, increase access to quality case management services, and strengthen capacity on grant and financial management. We are also helping to save the lives of women through improved access to lifesaving reproductive health care, including contraception.

Position Summary

We are seeking a highly motivated Senior Associate for the Oxygen team who can work with independence, flexibility, and urgency on multiple projects around oxygen supply and delivery. The Senior Associate will work on and lead multiple work streams with key global and in-country stakeholders through technical assistance, data analysis, meeting coordination and training. They will work alongside the CHAI Cambodia team and report to the Manager of the Oxygen program. Additionally, engagement with the Ministry of Health, health facilities, stakeholders, and partners is necessary. The candidate must be self-driven, adaptable, and have a high level of comfort with ambiguity. They must be self-assured, a fast learner, resilient, and a strong team player. Responsibilities

  • Collaborate with CHAI Cambodia team, the global CHAI Essential Medicines team, the Ministry of Health and relevant departments, and local partners to improve oxygen access and delivery as a common goal;
  • Provide technical support to MoH in developing a strategic oxygen roadmap to expand access to oxygen beyond COVID-19 to cover treatment access to other SARI (Severe Acute Respiratory Infection);
  • Contribute to the strengthening of the oxygen supply chain, infrastructure for diagnosis and treatment and equipment maintenance, including supporting the development of job aids, and training materials;
  • Provide analytical support particularly in areas of costing, scenario modelling, budgeting for oxygen interventions, analyzing technical challenges in the implementation of oxygen related interventions and any other quantification support as needed;
  • Facilitate monitoring and evaluation (M&E) for the current program, leveraging current analysis to drive action, as well as assisting with the development of sustainable M&E frameworks and tools for the Ministry of Health to see and manage data over the long term;
  • Support Ministry of Health and relevant departments to coordinate and conduct oxygen-related trainings;
  • Identify new opportunities for relevant engagement and actively troubleshoot issues as they arise;
  • Conduct joint supervision visits to public hospitals at both national and subnational levels with relevant departments of MoH to monitor and evaluate gaps of key oxygen commodities for general respiratory care and COVID-19;
  • Collaborate with government to ensure skills transfer and government ownership;
  • Other relevant tasks as requested.

Qualifications

  • Bachelor’s degree or a graduate degree in a related field
  • 4+ years of relevant work experience in a demanding, results-driven environment; preferably supply chain and/or business consulting
  • Exposure to health care and/or health systems strengthening and/or experience working with Government bodies
  • Exceptional problem-solving skills, entrepreneurial spirit, goal-oriented with a willingness to improve, attention to detail;
  • Excellent analytical (qualitative and quantitative) skills and communication (written and verbal) skills, including the ability to prepare and present compelling presentations and program planning and memo documents
  • High-level proficiency at Microsoft Excel, STATA and/or other data-analysis tools (specialized modeling or programing experience is NOT required)
  • High-level proficiency in Microsoft Word and PowerPoint
  • Strong communication and interpersonal skills; ability to build relationships with government and NGO representatives
  • Experience managing multiple tasks simultaneously, set priorities, and work independently at a fast pace with minimal structure;
  • Ability to work effectively and independently in a multicultural and high-pressure environment
  • Strong command of written and spoken English for business purposes
