Background

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

ODIHR's Contact Point for Roma and Sinti Issues is the focal unit of the OSCE charged specifically with numerous tasks under the framework of the 2003 Action Plan on Improving the Situation of Roma and Sinti within the OSCE Area. The ODIHR Contact Point addresses issues either directly through its programmes and projects or by promoting policy frameworks and assisting participating States aiming to realize objectives of the Action Plan. It seeks to involve and empower Roma and Sinti themselves in all its activities. The CPRSI plays an active role in promoting action and involvement of the OSCE Institutions and Field Operations in realizing objectives of the Action Plan. It performs the role of catalyst for action and initiatives at international level that aim at better synergies and co-operation as regards realizing common objectives. It acts as a clearing house for all related initiatives, projects, reports or studies while increasingly issuing its own analysis and reports. In this regard, it seeks to strengthen relations and co-operation with the civil society and academic institutions involved in research and studies on Roma and Sinti. The report on the Status of Implementation of the Action Plan (2008) sets up a new threshold as regards the CPRSI reporting on implementation of objectives of the Action Plan and analysing emerging trends and challenges regarding Roma and Sinti in OSCE area.

Tasks and Responsibilities

Under the general supervision of the First Deputy Director, the Senior Adviser on Roma and Sinti Issues will be responsible for:

Participating in the overall work of ODIHR, including advice and assistance to its leadership with the definition of priorities and strategies relating to Roma and Sinti;Advising ODIHR's leadership and assuming a proactive role in providing response, in a timely and effective manner, to crisis and conflict situations involving Roma and Sinti in the OSCE region;Promoting mainstreaming of Roma and Sinti within ODIHR's overall programmatic work, including the facilitation of access of Roma and Sinti, in particular women and youth, to employment opportunities in the OSCE institutions, field missions and others in accordance with relevant OSCE rules and procedures; organizing and supervising internship programs to develop skills and provide work experience to members of Roma and Sinti communities;Exercising leadership of the CPRSI, by overseeing the formulation of its programmes of work, budgets and work plans;Managing and supervising the implementation programmatic work, staff performance and financial operations of CPRSI;Monitoring and reporting on how the participating States are implementing their OSCE commitments in the protection of human rights as applied to Roma and Sinti, and how they have been fulfilling specific recommendations made in the Action Plan and the three subsequent Ministerial Council Decisions relating to Roma and Sinti; reporting on findings to the Director of ODIHR and to OSCE institutions and structures;Analyzing the political, social and economic situation in regions with Roma and Sinti minorities, and assisting participating States with the implementation of national legislation and policies relevant to these communities; enhancing international co-operation in this field by promoting best practices and debates;Facilitating contacts on Roma and Sinti issues between governments of OSCE participating States, organizations of the United Nations System, Council of Europe, institutions of the European Union, international organizations/institutions and non-governmental- organizations, including those representing Roma and Sinti;Developing dialogue and co-operation with national and international representatives of Roma and Sinti communities in view of ODIHRs mandate relating to Roma and Sinti, with a particular focus on increasing public and political participation of Roma and Sinti; enhancing security of Roma and Sinti communities, advancing Roma and Sinti rights and proactive monitoring of the situation of Roma and Sinti in crisis and post-crisis situations while utilizing the potential of Roma and Sinti, particularly women and youth; co-ordinating within ODIHR to support capacity building for Roma and Sinti NGOs;Ensuring gender mainstreaming throughout all programmatic CPRSI activities;Performing other related duties as required.

Necessary Qualifications

  • Second-level university degree in Law/International Law, Political Science, Social Sciences or related field; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • A minimum of eight years of progressively responsible professional experience in a government or international administration environment; including some years of work in the field of human rights and Roma and Sinti issue;
  • Awareness of technical cooperation principles, concepts and techniques;
  • Experience in leading and managing teams of professionals from multi-cultural backgrounds;
  • Excellent understanding of gender mainstreaming principles and practices;
  • Professional fluency of the English language, both written and spoken; working knowledge of other OSCE languages; Knowledge of the Roma language is desirable;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to work with people with different national, religious or cultural backgrounds.

Remuneration Package

Monthly remuneration is approximately EUR 6,281 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Poland. Social security will include participation in the Cigna International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.
