Background:

A vacancy has arisen in the OSCE Presence in Albania for a Security Guard (G2) at the Head of Presence Office.

The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.

Originally established in 1997, today, the Presence’s activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human rights protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.

Duties and Responsibilities

Security guard is required to work on shifts, normally 06:00-14:00 and 14:00 to 22:00. Reports directly to the National Security Office (NSO). He/She is in contact with all PiA staff and visitors on various issues of safety and security, forwarding telephone calls, notification about visitors. React in case of emergency to safeguard the personnel and evacuate them in emergency assembly area.

The Security Guard is under the immediate supervision of the National Security Officer and perform the following duties:

Maintains safety and security of the OSCE premises; Protection of the OSCE PiA MM and safeguarding the Presence assets; Ensuring that all security and safety control systems are operational; Ensuring fire protection systems as well emergency doors are operational. Controlling and monitoring security access control in OSCE PiA office for personnel and visitors as well mission official vehicles; Prevent the unauthorized access. Security guards on duty in the office or in field events/activities might be asked to use the hand held metal detector or perform physical body check to visitors or subcontractors. In case of performing physical body check, the security guards male or female will perform the body search based on same gender rule. Ensures the functioning of the physical security measures in place for protection and safeguarding OSCE PiA material assets; these include CCTV, Access Control, Panic buttons, fire alarm systems etc; Part of emergency response team. Receives telephone calls and takes messages in the absence of the Receptionist. Performs other duties as required.

Qualifications and Skills

Completed secondary education. Preferable Police or Military Academy or similar training. Minimum two years of working experience in security field, police or military. Good written and oral communication skills in Albanian and working knowledge of English. Basic knowledge/skills of computer usage. Ability to work with people of different nationalities, religions and cultural backgrounds. Must be Albanian nationality and citizenship.

Remuneration:

According to the fixed OSCE salary scale, the remuneration is approximately 713 EURO, subject to National Social Security deductions. OSCE salaries are exempt from taxation. Appointments are normally made at step 1 of the applicable OSCE salary scale.
