OBJECTIVES OF THE PROGRAMME

The Division of Country Support, Emergency Preparedness and Response (CSE) supports the coordination of the efforts of multiple sectors of the government and partners- including bi- and multilaterals, funds and foundations, civil society organizations and the private sector - to attain health objectives and national health policies and strategies. This includes helping Member States to manage and respond to the health needs of refugees and migrants, with a focuson access to health services and on preparedness for refugee and migrant influxes. The Division houses the WHO Health Emergencies Programme (WHE) that provides technical guidance and operational support to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. WHE assists countries to contain and mitigate the risk of high-threat diseases and infectious hazards; to detect and assess emergency health threats and inform public health decision-making; and to respond rapidly and effectively to emergencies under a coordinated Incident Management System. It ensures WHO's work in emergencies is effectively managed, sustainably financed, adequately staffed and operationally ready to fulfil its mission. Its hub-and-spokestructure ensures country-specific and inter-country activities in priority countries.

The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 13th General Programme of Work with its 3 prong objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage. WHO's mandate revolves around six core functions: (i) providing Global Health leadership; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.

The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level and to implement the European Programme of Work 2020-2025 -“United Action for Better Health in Europe” which sets out a vision of how the WHO Regional Office for Europe can better support countries in meeting citizens' expectations about health. WHO at country level delivers this through practical, actionable and country focused solutions to health challenges, keeping in perspective that achieving health and well-being is a whole-of-society endeavour. This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding workplan. The WHO Country Office maintains good working relations and ensures information exchange between the country and WHO, policy and strategic guidance on Health issues to all national and international partners in the country, provision of direct technical expertise when needed and aims at more community engagement and participation, and to promote health equity.

DESCRIPTION OF DUTIES

As part of a unit team, to perform a variety of secretarial and administrative services in support of the activities of the division/technical unit.

Key duties: Drafts correspondence and documents based on written/verbal prompts from the professional staff of the unit.

Composes and finalizes correspondence of administrative nature.

Provides rough translation or synopsis of incoming mail.

Takes notes at meetings.

Types reports and other documentation.

Assists with the administrative preparation and conduct of regional meetings and educational activities, in accordance with established procedures.

Makes travel arrangements for duty travels and, in accordance with established procedures, prepares approval memoranda, travel authorizations and follows upon issue of duty travel reports.

Prepares correspondence for the recruitment of consultants and temporary advisers; arranges briefing appointments and provides secretarial support for them while in EURO; processes agreements for performance of work and other types of contractual arrangements as required and related correspondence follows up on deadlines of such agreements/contracts and prepares payment instructions.

Initiates action to process or follow up on correspondence, documentation and forms.

Creates background files and compiles reference material as appropriate.

Accesses and retrieves information from relevant databases and updates as required.

Responds to and acts on telephone enquiries and requests for information.

Assesses the critical nature of technical enquiries and refers them to appropriate staff for reply.

Coordinates appointments for supervisor(s) and organizes programmes for visitors.

Provides briefing and guidance to staff at all levels in the unit/programme on office practices and procedures; liaises with, assists or replaces other secretaries and/or programme assistants in the unit or department should the need arise.

Performsother related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school or equivalent.
Desirable: Relevant higher education or post-secondary school courses in a field relevant to the position.

 

Experience

Essential: At least 3 years of progressively responsible experience in the secretarial/administrative field,
Desirable: Experience in an international environment or institution. Relevant experience in WHO or in the UN.

 

 

Skills

Proficiency in the use of standard office computer software, note taking and operation of computerized systems and databases. Ability to identify and manage one's own emotions, as well as helping others to do the same. Ability to work in a fast-paced environment.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at TRY 101,954 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
