NORDEM is NORCAP`s programme on human rights, democracy and peace. As part of its mandate, NORDEM seconds Experts to the European Union to help support democratization processes and assisting in establishing solid democratic and effective national institutions. NORDEM contributes to the EU’s capacity building missions and operations as well has a history of seconding national experts to the core EU institutions.
NORCAP is currently seeking two Seconded National Experts to the European Commission for the Support Group for Ukraine (SGUA). Both positions will be based in Brussels within the European Commission and with direct reporting line to the Head of Support Group for Ukraine. The duration of the assignment is two years with a possible extension. The two roles will have a divided area of responsibility: 1) Infrastructure and Project Implementation 2) Public Procurement including extensive liaison with procurement experts.
Under the direct supervision of the Head of SGUA, the Policy Officers will contribute to developing specific activities in support of recovery and reconstruction of Ukraine during and after Russia’s war in close co-operation with relevant European Commission and EEAS services as well as the Delegation in Kyiv. Background:
Within the European Commission, the Support Group for Ukraine (SGUA) was established by decision of the President of the European Commission in 2014 and is administratively part of Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR).
Since Russia launched its unprovoked and unjustified war against Ukraine in February 2022, SGUA has played a key role in coordinating the emergency assistance to the country and in assessing the application for membership in the European Union. It will also be heavily involved in future reconstruction efforts. SGUA works in close cooperation with relevant Commission DGs, the European External Action Service, the EU Delegation in Kyiv and Member States. Moreover, SGUA enhances strategic upstream coordination with international and bilateral donors, as well as European and International Financial Institutions.
Main tasks and responsibilities:
Supporting EU-Ukrainian policy development and implementation with particular focus on addressing the impact of the war on Ukraine and Ukraine’s recovery and reconstruction; Liaising with Ukrainian partners, EU Member States, like-minded third countries, relevant international organisations, International Financing Institutions, as well as with civil society, in support of Ukraine’s recovery and reconstruction efforts; Contributing to effective overall coordination and creation of synergies in the global support to recovery and reconstruction activities in Ukraine; Contributing to the monitoring of the implementation of the Ukrainian recovery and reconstruction Plan, including its linkage with necessary reforms; Drafting of briefings, reports, press releases and other documents concerning all areas of responsibility; Maintaining close contacts with different services of the European Commission, the EEAS, EU-Member States and like-minded third countries working on Ukraine in the related fields of responsibility;Qualifications:
Diplomas in political sciences, economy, engineering or other related fields. Experience in the areas of international relations and the European Union. Knowledge of Ukraine and of the functioning of EU institutions would be an asset. Experience with and insight in designing reform strategies and their implementation. Capacities and experience in embedding long-term reform strategies with reconstruction efforts, particularly post-war or post-disaster reconstruction addressing short and medium term needs Excellent written and oral communication skills in English; Ability to work in a team and to establish and maintain effective working relationships with people of different nationalities, religions and cultural backgrounds. Solid experience with project management with a sound understanding of projects relating to infrastructure Prior experience with public procurement and supply chain, including transparency and ensuring compliance according to ethical standards.
