Note: The purpose of this vacancy notice is to invite qualified professionals with relevant expertise for the above mention position under SSA contract for inclusion in a roster of experts for possible short-term assignments which may arise from time to time at the WHO Health Emergency Programme (WHE), Nepal.

PURPOSE OF THE POSITION

To provide technical support to the Ministry of Health and Population (MoHP), Government of Nepal and partners to strengthen mission critical Technical / Operations Services needed for multi-hazard Emergency Risk Management (ERM) in the Health Sector through addressing prevention, risk reduction, preparedness, readiness, response and recovery components in line with the national health sector ERM and Health Security (HS) and facilitate the discharge of the critical functions of the WHO Nepal Incident Management System for COVID-19 response.

Eligibility to the roster and subsequently eligibility for contracts will depend on candidates meeting the minimum requirements for the positions, the terms of references of the assignment, qualification and years of experience in the relevant field and the scores achieved in test and interview.

SUMMARY OF ASSIGNED DUTIES

Under the overall supervision of WHO Representative and Team Leader - WHO Health Emergencies Programme; in close coordination with the relevant Technical Officers/ IMS Pillar Leads and National Professional Officers of the WHO Health Emergencies Programme of the WHO Country Office for Nepal, the Health Emergency Intervention Officer-Technical / Operations Services will perform the below functions:

  • Provide technical assistance to key government entities of the Ministry of Health and Population (MoHP) on the establishment/strengthening of an Emergency Management System /Emergency Operation Centre (EMS/EOC). The individual must have a strong knowledge in multi-sectoral emergency management that includes staffing, defined roles/responsibilities and resources for key functional areas including:
    • Planning, design, development and maintenance of emergency operations tools, including databases, for proper monitoring, alert and response to multi-hazard events.
    • Data collection, analysis and interpretation of data in emergencies, hence improving capacity to detect, prevent and respond to health hazards.
    • Producing customized reports and providing timely information to WHO/WHE and if necessary, government, health partners and donors as required emergencies.
    • In cooperation with relevant govt. entities and partners; validate the relevant information, communications, advocacy products and statements to the public.
    • Technical monitoring of emergency health responses to support quality and evidence-based implementation, identify bottlenecks and potential problems for appropriate resolution.
  • Strengthening health response readiness as part of prevention; disaster preparedness; emergency health response including the full spectrum of public health-related capacities.
  • Under the guidance of WHO/WHE support national and provincial health authorities, partner with UN agencies, international, governmental and nongovernmental organizations/institutions, to:
    • Assess and map existing and emerging health risks in the country and prepare a national risk profile based on standard risk assessment methods.
    • Assess health needs of affected populations in cooperation with health cluster and sub-clusters.
    • Assess capacities for emergency management, including preparedness and response readiness, and support the effective implementation of the Health Emergency Response Plans.
    • Review the Health Emergency Response Plans for appropriate public health actions, including the development of contingency plans for specific high priority risks.
    • Assess and enable development of coherent utilization of the resources mobilized by the government and the partners for the overall health sector resilience to multi-hazard emergencies.
  • Develop project proposal, plan, including allocation of resources and project schedule ensuring stakeholders ownership and sustainability. Ensure proper documentation at each stage with anytime accessibility to authorized individual or agency.
  • Support coordination of health response in emergencies through development of systems and tools that ensure rapid and efficient response to health needs in emergencies.
  • Maintain effective partnerships with all emergency operations stakeholders to exchange critical and technical information and resolve program/project implementation issues to ensure results are achieved as planned.
  • Contribute to delivering quality logistics and operations through the development of monitoring, quality assurance and risk mitigation tools that support public health in emergency health interventions and addressing operational questions and challenges through operational research in partnership with different research institutions and other partners.
  • Represent WHO among external stakeholders, including donors and partners, with respect to the country operations; and p articipate in the implementation of the organization's activities in joint response interventions during disaster and public health emergencies as required and delegated.
  • Perform other related duties as assigned by the Team Leader - WHE Programme and WHO Representative or undertake any other tasks/duties as assigned by supervisor(s).

EDUCATIONAL (QUALIFICATIONS)

Essential :

NO.A : University degree in Business Management, Environmental Science, Public Health, Engineering, Computer / Software, Data Management Application, Logistics Supply Chain Management, Education / Training, Communication Media Studies, Visual Arts, Social Work and Legal Studies from a recognized institution.

NO.B: Advanced University degree in any of the above areas from a recognized/accredited institution.

EXPERIENCE :

Essential:

NO.A: At least 3 years of relevant experience in the area of Public Health/Information and Technology/Administration

NO.B: At least 5 years of relevant experience in the area of Public Health/Information and Technology/Administration

Desirable: Field level operations, national level coordination with deployment experience for emergency health response in international organizations would be an asset.

OTHER SKILLS

NO.A: Good knowledge of computer applications and software including MS Office applications (specifically excel, word and ppt.). Ability to coordinate with the government, manage projects, build partnerships with multiple partners in the context of health emergencies.

NO.B: Excellent interpersonal skills, tact, discretion and diplomacy. Ability to effectively work with government, development partners/donors and collaborating agencies. High level of technical expertise and excellent overall attitude at work. Adapting to change effectively.
