Background:

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

In response to the ongoing emergency response, NRC is setting up roster for programme roles that area office could use. We are seeking highly qualified, resilient, dynamic professionals to respond to the emergency and support affected people.

Duties & Responsibilities:

WASH Project Officer

Assessment on site. Needs and resources, existing well and latrine types, data on community intended to be benefitted. Beneficiary selection. Identify vulnerable families eligible for assistance for well construction according to established selection criteria. Site selection. Asses, analyzse and finalize the well digging locations/villages in consultation with community. Arrange community meetings and explain them roles and responsibilities of water committees Train water committee on maintenance of water facilities and provide on job training  Check the quality of well digging done by community (community contribution) and contractor at different stages. Responsible to install hand pumps for all drilled/dug wells in consultation with logistic department Coordinate with logistic department for delivering hand pumps to the sites Contribute in designing latrine, water supply and sanitation related activities and define Bill of Quantities (BOQ) of infrastructures and prepare all technical drawings actively in preparing and conducting assessment survey to control progress of program and efficiency of activities Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies Support Emergency Coordinator. Or PM to Prioritize the emergency activities in different region such as field assessments, distribution, responses, PDM, risk monitoring

WASH Project Assistant

Support implementation of water trucking activities  Conduct community meetings and carry out FGDS with selected groups. Together with the M&E unit carry out periodic monitoring and evaluation of WASH activities. Community mobilization and registration. With Project Officer/Coordinator: support, prepare/provide project needed information for reporting and proposal development Overseeing procurement and distribution of hygiene kits Update and maintain all WASH filing systems including contracts, beneficiary lists, and reports e.g. (Field visits, monthly and quarterly reports) Attend WASH meetings and provide meeting updates Facilitate appropriate community involvement in the design and delivery of essential WASH services and facilities.  Conduct hygiene promotion activities in the IDP camps and schools under the guidance of the WASH Officer. Carry out informal and formal training sessions (according to identified needs) and evaluate the impacts of this training. Raise awareness on issues relevant to the community and encourage their participation in projects  Ensure mainstreaming of all cross-cutting issues in implementation of activities

WASH & Shelter Officer

Support in design, implementation, and documenting lessons learned of shelter/WASH projects Monitor and report on the WASH/shelter project activities and ensure compliance with plans and NRC standards. Oversee emergency Shelter activities, including field assessments, distributions, post distribution monitoring (PDM), and maintenance of the Emergency Stock Regularly monitor and review the overall movements of NFIs and Plastic Sheets; verifying if the amounts received have been properly recorded and accounted as suitable, damaged, or suspected to be damaged. Maintain records and keep track of the Emergency Stockpile levels and recommend timely replenishment of stock. Supervise the efficient distribution of non-food items (NFIs), plastic sheets, and other program materials at target sites and verify the appropriate and proper distribution of scheduled entitlements, and provide feedback to program staff and others on the distribution activities Help identify needs for non-food items relevant to hygiene, participate in the choice of items, targeting strategy, registration of the beneficiaries, promotion of effective use, and post-distribution monitoring. Oversee and manage the Water Sanitation and Hygiene Project in an IDP settlement site. Develop design plans, working drawings, technical specifications, and bill of quantities as per approved standards outlined on the project design  Coordinate and mobilize community user groups Enable effective dialogue with the affected community to allow the agency to be held accountable for the quality of the WASH program. Help plan and carry out needs assessments, baseline/PDM studies and periodic studies, and feedback findings to the stakeholders. Conduct water quality testing, analysis, and treatment of sources as required. This will include the promotion of household water treatment and reporting. Create or interpret the solar panel installation plans, mapping out the steps of the installation and where all the components will be installed. Provide technical direction or support to installation teams during installation, start-up, testing, system commissioning, or performance monitoring. Supervise during the installation, repairing, maintaining, and operating of all the equipment which uses solar energy. Spearheaded the solar system operators training on basic operation and maintenance. Help prepare project proposals, timeframes, schedules, specifications, and cost estimates as required Prepare design and BOQ of the Solar systems Review and inspect the solar systems installed by the organization periodically and share reports with the line manager.
