Background:

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

In response to the ongoing emergency response, NRC is setting up roster for programme roles that area office could use. We are seeking highly qualified, resilient, dynamic professionals to respond to the emergency and support affected people.

Duties & Responsibilities:

Livelihoods and Food Security Officer

Participate in activity planning, coordination and execution of the Food security for increasing access to food for vulnerable households and market price monitoring activities  Responsible the FSL operational activities; and field assessments, market price monitoring, distributions of vouchers, and redemption of voucher. Regularly monitor and review the overall commodity movements such as food deliveries, storage, transport and distribution at the site, verifying if the amounts received have been properly recorded as suitable, damaged or suspected to be damaged Assist in the implementation of the plans of action, review achievement and constraints, and provide feedback accordingly Remain alert to identify and appropriately report any emerging issues from the field Represent NRC in Sector and Cluster meetings in the Area Ensure that all documentation of the Project is promptly and correctly filled and archived as necessary  Ensure that monitoring data are reported in a timely manner to relevant program and managerial staff, 5Ws, and weekly reports. Conduct training on the adaptation of Information Management tools and techniques Ensure that projects are implemented with sound M&E protocolsCarry out weekly market price monitoring to determine market impacts   Prepare weekly, biweekly and monthly reports and also assessment reports as appropriate Supervise, and train the FS Project Assistants. As requested, assist the Project Manager/Coordinator on other Project tasks.

Livelihoods and Food Security Assistant

Assist in stakeholder sensitisation of project(s). Ensure communities are mobilized and information about the project(s) is shared before project start. Participate in the beneficiaries’ identification, verification, selection and registration in the project area. Ensure that all the registered beneficiaries receive all the assistance due to them timely. Lead in conducting regular meetings with target beneficiaries, community committee members and local leadership. Ensure that output data and reports are shared with the supervisor timely. Lead in the collection of baseline, post distribution and endline data/information. Ensure that regular meetings are held with stakeholders; beneficiaries, non-beneficiaries and community committee members to discuss project progress and challenges etc. Participate in the implementation of the plan of action, review achievement and constraints, and provide feedback accordingly Assist the project staff and partners in encouraging and sensitizing public opinion on Protection issues and Rights focused activities Conduct field visits and interviews with target beneficiaries to map the unmet needs, and identify any other significant issues to be reported as appropriate Receive and maintain information from IDPs coming to the NRC office and report their requests Participate in weekly market price monitoring and monthly project outputs and outcomes monitoring Keep track of the distribution of inputs, cash/vouchers and training activities. As requested, assist the project manager on other project tasks. 

Skills & Experience

Degree in Agriculture, Nutrition, Veterinary, social science, economics or any related discipline.  At least one years experience for assistant role and two years for officer in design and implementation of livelihoods and food security schemes projects Experience of climate change, UCT, droughts, or emergency is highly desirable Experience from working with Livelihoods and Food Security projects in a humanitarian/recovery context Previous experience from working in complex and volatile contexts Documented results related to the position’s responsibilities Knowledge of English
