Background:

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

In response to the ongoing emergency response, NRC is setting up roster for programme roles that area office could use. We are seeking highly qualified, resilient, dynamic professionals to respond to the emergency and support affected people.

Duties & Responsibilities:

Education Officer

Conduct school and youth training centres daily supervision. Coordinate assessments, progress tracking and sensitization/mobilization; and follow-ups.  Coordinate with TVET actors including the Ministry of Education (MoE), Ministry of Youth and Sports (MOYS), local education partners, NGOs, UN Agencies and other stakeholders Monitor, evaluate and ensure that the Project activities are consistent with plans, budget lines and NRC’s policies and standards. Contribute to the development of operational activity plans, budget proposals and project narrative reports Support the capacity building of the Ministry of Education/Ministry of Youth and Sports, Community Education Committees (CECs), Teachers, Instructors and Community Leaders. Ensure timely procurement and distribution of tools and toolkits at YEP centres. Support future expansion of YEP activities in Mogadishu and surrounding areas. Prepare and submit field reports, biweekly reports, and monthly project reports, quarterly and situational reports to the project coordinator.

Education Assistant

Improve the community teachers’ ability to source, assess, develop and utilize a range of appropriate teaching and learning materials that can be used inside and outside the classroom for learners.  Sustain the ongoing education development by encouraging participation and relationship building amongst learners, teachers and community education committees.  Improve the classroom teaching and learning through classroom observations, mentor and individual and group assessments of community teachers.  He/she should be in a high standard of performance, punctual and disciplined.  Conduct daily school supervision and monitoring; develop and share field visit report with quality pictures.  Support the project officers in developing community teacher induction and refresher training manuals.  Support project officers in developing community education committees training manual  Participate in the development and improvement of education monitoring tools  Conduct teacher evaluations on teaching methodologies (Learner Centered Methods)  Improve project documentation.  Initiate innovative evaluations in emergency practices.  Support project officers in reporting and procurement of scholastic materials, recreational kits and school uniforms. 

Information Counselling & Legal Assistance (ICLA) Assistant

Act as a focal point for needs assessments and beneficiary selection Undertake regular field visits (as and when security allows) to conduct ICLA activities Ensure smooth project cycle from implementation, project monitoring, verification of completion and evaluation Lead HLP activities giving advice and information to clients on the processes involved, awareness sessions and managing local authorities’ capacity building programmes Apply participatory and inclusive processes in project implementation and in promoting local capacities to help themselves wherever possible Understand situation including legal situations (according to national and international laws and principles) for refugees, returnees and Internally Displaced Persons in Somalia Assist in developing and implementing case management systems and databases of cases Support preparing and updating case management systems and database of cases Support in the preparation and update of and mapping service providers in the area of responsibility Conduct group information sessions for ICLA beneficiaries through outreach, awareness campaigns and advocacy initiatives Undertake verification of all PRMN reports submitted online by PRMN partners and approving them for uploading in the NRC Database.    Undertake regular field visits (as and when security allows) to verify information with monitors and other concerned parties. Maintain regular communication with monitors to answer any queries they have with regards to PRMN issues. Analyse and produce bi-monthly quantitative and qualitative PRMN summary reports. Bring to the immediate attention of the PO emergency support issues requiring immediate action and support.

Skills & Experience

Degree in Education, Development Studies, International Relations, Legal, Social Science or any related discipline.  At least one years experience for assistant role and two years for officer in design and implementation of livelihoods and food security schemes projects Experience of reporting, droughts, or emergency is highly desirable Experience from working with EiE or ICLA projects in a humanitarian/recovery context Previous experience from working in complex and volatile contexts Documented results related to the position’s responsibilities Knowledge of English
