The Norwegian Refugee Council in Ethiopia is looking for an experienced Risk and Compliance manager. As a consultative member of the CMG and the leader of the risk and compliance function in the CO, the Risk and Compliance Manager is responsible for: leading the CO's efforts to effectively manage risks; promoting a risk management culture; ensuring the CO’s compliance within high-risk areas and with regulations not specific to a given function (i.e. SSD, COTER, sanctions); and responding to any issues or questions that arise relating to the CO’s work on PSEA, DPR, legal, Code of Conduct and complaints management

Generic Responsibilities

Support the CMG and the Country Director (CD) by ensuring: That risks in the CO’s operations are identified, assessed, and controlled effectively; and CO’s compliance within high-risk areas/issues, by: identifying such high-risk areas/issues. conducting regular compliance checks on the said areas/issues (e.g. spot checks). reporting regularly to the CD and the CMG on compliance issues; and leading the implementation of compliance improvement measures throughout the CO. Manage the risk management and compliance related CO registers, namely the CO Risk Register, Waiver Register, Recommendations Tracker and Standards Operating Procedures (SOPs) Register. Advice and support in-country function leaders (Head of Support, Area Managers, Head of Programmes, Head of Implementation, Health Safety and Security Manager) in implementing compliance improvement measures related to high-risk areas/issues.             Ensure that SOPs in the CO are aligned with policies and regulations not related to a specific function, are coherent with other SOPs throughout the CO and NRC and follow basic quality principles. Ensure that mechanisms to report, process and respond to complaints on staff behaviour from internal stakeholders (whistleblowing) are in place in the CO and in line with existing NRC requirements. Provide advice, training, and support to CO staff on the following: i) Areas of expertise held by the R&C function at HO (i.e., Risk management, compliance, Anti-corruption, Data Protection, Code of Conduct, legal and complaints management) and ii) compliance with regulations not specific to a given function (i.e., SSD, COTER, sanctions); work closely with the PSEA Specialist to do the same for this specific risk. Contribute to the development of NRC’s RM framework by documenting lessons learned and best practices in the CO. Incorporate learning re new risks and best practices to analyse, mitigate and prevent risk realisation into CO SoPs and practices. Management of staff and resources of the R&C function at CO.

Specific Responsibilities

Drive management improvements across compliance and internal controls, including awareness of controls, analysis, mitigation, and prevention of risks, reporting and response. Incorporate learning re new risks and best practices to analyse, mitigate and prevent risk realisation into CO SoPs and practices. Undertake periodic quality assurance of mechanisms to report, process and respond to complaints on staff, partner, and supplier behaviour from internal (whistleblowing) and external stakeholders. With the CD and working closely with the regional and head office functions, oversee the investigations function on the CO.

Professional Competencies

Minimum 3 years of experience from working as a manager in compliance, auditing or risk management functions or from working as senior manager in a support function (Finance, logistics, HR) in the humanitarian sector. Documented results related to the position’s responsibilities. Knowledge and skills in the international regulatory context applicable for INGOs. Knowledge and skills in the following: safeguarding, accountability to affected populations, and Code of Conduct related matters. Knowledge about own leadership skills/profile. Fluency in English, both written and verbal.

Unquestionable integrity Knowledge of the regulatory context in Ethiopia. Fluency in local language desired

Type of Contract: 5 Months renewable based on funding, performance, and the need for position
