The Risk and Compliance Coordinator is responsible for supporting NRC Cameroon’s efforts to effectively manage risks, promoting a risk management culture within the Country Office (CO),  supporting the Country Director (CD) in ensuring the CO’s compliance within high-risk areas and with regulations not specific to a given function  and responding to any issues or questions that arise relating to the CO’s work.

Specific responsibilities

  1. Monitor compliance in the implementation of NRC’s policies, procedures and controls through regular spot checks, field visits and in-depth reviews
  2. In collaboration with programme and support staff, support in developing document management systems, including the development of a standard filling and referencing system, including training and advising the responsible departments
  3. Conduct spot checks and field visit reports on various aspects of NRC operations and functions
  4. Support each NRC field site in compiling updated location-based risk mapping; support in training staff and developing a culture of risk management
  5. Support continuous improvement of operational standards
  6. In coordination with line manager, carry out trainings & refreshers for staff, Partners etc. about different NRC policies for example NRC Anti-Corruption policy, Securing Supporting Documentation Initiatives (SSDI), Compliance Awareness 
  7. At the direction of the CD, support in internal investigations, with document review or fact finding during investigations
  8. Support the development of NRC’s compliance framework in Cameroon based on a thorough understanding of NRC’s procedures and guidelines, including the monitoring of Key Performance Indicators at regular intervals
  9. Serve as the focal point for data protection, which will include facilitating a data process mapping of all data processing activities, monitoring for data collection of sensitive information and advising on impact assessments and data breaches
  10. Work, when assigned, as Audit focal point – which includes creating timeline and filing structure, communication with auditors, and liaising with departmental focal points
  11. Develop and roll out a Recommendations Tracker of internal and external recommendations (ex: from audit reports, investigations, evaluations, missions, etc.) and work with department heads to monitor follow up of recommendations
  12. Complete spot checks on high risk issues under R&C function (ex: COTER, data protection, anti-corruption and PSEA, etc.), as well as supporting on spot checks on high risk issues within other departments, in coordination with the department heads. Reports outlining high risk issues will be provided to senior management, including providing recommendations related to NRC policies and procedures

    Essential qualifications:

    •  University degree in the field (Audit, Finance, public administration and similar)
    • Minimum 2 years of experience from working as a coordinator in compliance, or risk management functions or from working as coordinator in the humanitarian sector. Relevant experience could include work in programme delivery, grants management, partnerships, audits as NRC prefers someone with a holistic background across programme and support functions.
    • Full proficiency in spoken and written English and French
    • Strong planning, organizational and interpersonal skills
    • Excellent analytical, presentation, and reporting skills
    • Ability to respond to changing priorities
    • Ability to work independently on own initiative

      Context related skills, knowledge and experience:

      • Knowledge of donors rules , regulations and INGO procedures
      • Systematic mind-set, attention to detail and capability of structuring a large amount of information in an easy accessible way
      • Knowledge of the regulatory context in Cameroon
      • Experience with developing internal procedures, legal documents, contracts…
