I. MSF INTERNATIONAL
Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 23 sections, 25 associations and other offices together. Registered in Switzerland, with teams located within most MSF offices, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

II. POSITION BACKGROUND
MSF is in the process of reviewing tangible rewards for our global workforce, recognising that existing policies and practices do not match our ambition for a diverse global workforce and do not fully support our evolving operational and organisational needs. This project is known as the Rewards Review. The MSF workforce is composed of more than 63.000 individuals working in our programmes as locally recruited or internationally mobile staff and in our headquarter offices.

This rewards review process will lead to the development of a new contracting and reward packages strategy including a new approach to segmentation; minimum standards for pay and benefits; and a common system for grading HQ and field positions. These changes will have cost impacts for our workforce which need to be modelled to enable informed decision making. Because financial data on salaries and benefits is spread across different financial systems and HRISs and is decentralized in each MSF entity that contracts staff, identifying available data and designing processes to collect missing data is challenging.

III. PLACE IN THE ORGANISATION
The post holder will be a member of the International HR (IHR) Team, which is part of MSF International. MSF International is the legal entity that binds MSF’s operational centres, sections, associations and other offices together. Based in Geneva, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

The post holder will report hierarchically to the International HR Coordinator. They will work in close collaboration with the IHR team members leading the Rewards Review deliverables. They will work closely with the internal MSF data experts including the People Analytics Unit, the International HR Data Analyst and the International HR Data Privacy Officer. The post holder will work closely with a working group to support the financial modelling made up of focal points in each Operational Centre and a member of the FinDir platform. They will give progress updates and receive guidance from the FinDir platform.

IV. OBJECTIVES OF THE POSITION
The Rewards Review Financial Modelling Advisor will be responsible for designing and implementing a plan for modelling the cost impacts of the Rewards Review, including definition of the data required, organising the data collection process among MSF sections, developing tools for modelling, ensuing quality and consistency and working with internal and external partners to ensure additional technical expertise as required.

V. MAIN RESPONSIBILITIES
• Analyse and map the HR financial data that is held in HRISs and financial systems to support financial modelling for the Rewards Review; identify the limitations and gaps in this data; explore how additional data can be collected where feasible and organise the collection of additional critical data.
• Develop a financial modelling plan for the Rewards Review that optimises this financial data and takes into account limitations, balancing the need for accuracy with the resources required to collect additional data (including using extrapolation and other techniques) to identify cost impacts of proposals included the Rewards Review.
• Commission, support and ensure delivery of financial modelling analyses and reports in line with this plan (incl. agreed additional data gathering) so as to identify cost impacts of proposals in the Rewards Review.
• Convene a working group of financial focal points from each Operational Centre and a Fin Dir member to support the work.
• Work closely with the Rewards Review leads in the International HR Team and the working groups to develop and refine cost modelling of proposals.
• Present findings of cost modelling to Rewards Review decision-makers and stakeholders including the ExCom, the IDRH and the FinDir.
• Identify sources of internal and external expertise that can support the above steps including from the People Analytics Unit and external technical consultants.
• Ensure data privacy is maintained, working closely with the International HR Data Privacy Officer.
• Identify how HR financial data can be improved and maintained over time to ensure that the cost impacts of future proposed changes to salaries and benefits can be identified more accurately and efficiently and their implementation monitored over time.
• Provide regular updates on the Rewards Review cost modelling to the IHR team, IDRH, Core ExCom, HR29 and wider stakeholders.
• Contribute to communication materials for staff and stakeholders.
