Context

The International Committee of the Red Cross (ICRC) is a neutral, independent and impartial organisation whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. The ICRC directs and coordinates the international relief activities conducted by the Red Cross and Crescent Movement in situations of armed conflict. It also endeavours to prevent suffering by promoting and strengthening international humanitarian law (IHL) and universal humanitarian principles.

The UK & Ireland Regional Delegation maintains its offices within the British Red Cross Society (BRCS) headquarters in London. The objective of the ICRC Regional Delegation in London is to represent the ICRC to the UK and Irish authorities in the Republic of Ireland (ROI) and the National Societies in both countries. This includes: to develop and ensure ongoing relations with key UK/ROI-based stakeholders, including the legislatures, the armed forces and the diverse range of humanitarian actors based in both countries.

Purpose

The Resource Mobilisation Officer contributes to the ICRC fundraising strategy for the government of the United Kingdom (HMG) and Ireland, amounting to over CHF 200 million each year for the past 4 years. He/she actively supports the management of all bilateral engagements within the UK GVT funding file.

The post is based in the ICRC delegation in London, involving occasional travel to Geneva for meetings within the REM Division as well as possible field visits.

Accountabilities and Responsibilities

• As assigned by the REM Country Manager, contributes towards the management of non-core funding partnership between ICRC and HMG, as such manages the country-level funding partnerships with FCDO country teams and the global network of FCDO country offices, comprising negotiation of business cases/result-based frameworks, annual reviews, due diligence processes, MoUs, project completion reports.

• Supports the REM Country Manager in defining the ICRC's overarching fundraising strategy for the United Kingdom.

• Provides support to the analyses of trends, opportunities and threats within HMG and the broader political landscape in the UK related to funding of ICRC.

• Provides input to the development and internal thinking regarding the ICRC's institutional, policy and operational dialogue with FCDO.

• Is a focal point for the relevant Regions and Delegations on non-core fundraising from HMG.

• Contributes to the establishment of ad hoc files and briefing notes about the funding relationship with the HMG.

• Contributes to the annual strategic dialogue between the ICRC and FCDO.

• Liaises with BRC counterparts on all issues related to country funding.

• Develops narratives and provides customized service related to country funding according to the interests and needs of FCDO and other possible sources of HMG funding.

• Contributes to the implementation of LDN delegation's influencing strategy.

• Creates and updates existing fundraising databases including data entry analysis.

Relationships

• Directly reports to the REM Country Manager with whom objectives and targets are agreed and to whom the RM Officer reports for all responsibilities.

• Internally, interacts with the operational desk and various métiers (Movement, WatHab, Health, Protection, etc.), with delegations and with REM experts & enablers.

• Engages within the LDN delegation, notably with the policy team.

• Externally interacts at field working level with FCDO on non-core funding files and possibly other parts of HMG if other sources of funding are identified.

• Under the lead and steering of the REM Country Manager, works very closely with the other Resource Mobilization Officer in the delegation, dividing files between each other and standing in for each other when necessary.

Education, Professional Experience and Skills required:

• University degree (BA and/or MA), preferably in social science, business administration or management qualification will be an asset.

• Excellent skills in spoken and written English. Knowledge of any other language will be an asset.

• Significant professional experience (minimum 5 years).

• Field experience.

• Experience of the functioning of the humanitarian and/or development communities.

• Knowledge of humanitarian work.

• Excellent technical writing skills.

• Proven experience in analysing and synthetizing large amounts of information.

• Computer proficiency (Strong skills in using Word, Excel, Power-point).

This is a resident position, full-time 100% FTE (35 hours per week), based in the ICRC London office and it will be offered at Grade B3, currently starting from £44,382 per annum, depending on experience.

We currently operate on a hybrid office/homework basis, and there is an option to work from home for part of the week.
